VILLAGE OF ELK RIVER COUNCIL MEETING
August 23, 1897
The Village Council met at the Treas. Office, Elk River, on Monday evening, August 23, 1897.
Present: H.C. Hastings; Frank P. Brown; W.F. Chadbourne.
Meeting called to order by the President at 8 o’clock P.M.
Ordinance No. 40 prohibiting the riding of bicycles on sidewalks was presented as follows.
Ordinance No. 40
An Ordinance to prevent the riding of bicycles or machines of like character on the sidewalks in the
Village of Elk River.
Be it ordained by the Common Council of the Village of Elk River:
Sec. I. That no person or persons shall at any time or for any purpose ride any bicycle or machine
of like character on the sidewalks or places used for sidewalk purposes within the limits of said
Village of Elk River.
Sec. II. Any person or persons violating this Ordinance shall upon conviction thereof in the Justice
Court of said Village of Elk River be punished by a fine of not exceeding the sum of Five Dollars
and not less than One Dollar and cost of prosecution for each and every offence.
Sec. III. This Ordinance shall take effect and be in force from and after its publication.
Moved that this Ordinance be accepted. Roll call: Ayes, H.C. Hastings, Frank P. Brown and W.F.
Chadbourne; Noes, none.
The bill of G.R. Rey for freight on 500 feet of tubing was presented, amount $30.75. On motion bill
allowed and order drawn for amt.
The bill of the Union Sewer Tube Co. of Red Wing for 500 feet of 15” tubing less freight and 2%
dis. for cash in ten days. Presented amt. $116.87 on motion allowed and order drawn to W.F.
Chadbourne, Rec., for the amount.
