Memorandum •►-� River To: Parks and Recreation Commission From: Michael Hecker,Parks and Recreation Director Date: May 10,2017 Subject: Director's Report This report is a monthly highlight of department activities related to collaborations, strategic planning, staff changes/developments, and park operations. Recreation Facility Improvements JLG Associates completed architectural drawings and estimates for Activity Center and Lion's Park Center. Staff and the Mayor met with about 70-seniors at the Activity Center on Monday,May 1. They were concerned about the newspaper article and rumors regarding the City Coucil work session on April 17. The City Council discussed ideas for the aging city recreation facilities. The newspaper article had a subtitle"....options to address aging senior center are moving services to Elk River YMCA" The architectural drawings shared with City Council and the seniors are attached to this report. Athletic Facilities Improvements Tour The Athletic Facilities Improvements Tour planned for Wednesday,April 26 was cancelled due to bad weather and has been rescheduled to Wednesday,May 24. We plan to depart Elk River City Hall at 3:00 pm. Since we plan to be out touring until 8:00 pm,we will provide dinner on the road. Our athletic complexes are in need of many updates. Staff is reviewing ideas to develop a list of capital improvement needs. We need to look at other regional athletic facilities and involve the Commission on this research. Rivers Edge Commons Park The work on the irrigation,landscaping and decorative railing is nearly completed. The sod should be installed by May 15. The first park rental is planned for June 2. The first concert is June 22. The Rivers Edge Commons Park grand opening is scheduled for June 15,rain or shine. Commission members are encouraged to attend,along with City Council members. The event will be 6-8 pm with the ribbon cutting ceremony scheduled for 7 pm. No headliner band is planned but it will have roving entertainment to showcase the new park. 1 1E1E1 11 N:\Departments\Parks and Recreation\Commission\Packets\2017\05-10-17 PRC Packet\Director's Report 5-10-17.docx NATURE New Commission Attendance Policy The City Council approved an update to the Board/Commission Attendance Policy on May 1,2017. The update includes two major changes: 1) it breaks out the commissions who meet monthly from all other commissions and 2) the time frame has been changed from a rolling 12-month period to a calendar year.This will be easier for staff,commissioners, and liaisons to track. The new policy begins this month and the calendar year for 2017 will run from May to December. Basically,the slate has essentially been `wiped clean' for everyone with attendance beginning with the May 2017 meeting. Hillside City Park Trail Construction City Council approved construction for trail improvements at Hillside City Park. The Minnesota Off-Road Cyclists (MORC)in cooperation with the city developed trail construction specifications and solicited quotes for the construction of a natural-surface single track trail at Hillside Park. Two quotes were received. The lowest quote of$50,400 from YRU Contracting from Idaho was approved. They plan to start constructin in early July.
