DISCUSSION:
• The Board of Directors of the Minnesota Municipal Power Agency(MMPA) met on
April 25, 2017 at the Faribault Energy Park facility in Faribault, Minnesota.
At the meeting, the Board approved MMPA's 2016 audit report. The report can be found
on MMPA's website at http://www.mmpa.org/about/financials-reports/
The Board reviewed the progress of member cities in rolling out the Clean Energy Choice
program to residential customers. The Board also discussed plans for expanding
renewable product options for commercial and industrial customers.
The Board discussed the Agency's Energy Education program and received an update
about the status of the Hometown Solar projects.
The Board also discussed the status of the renewable projects that the Agency is
pursuing.
• In preparation for being on the American Public Power Association(APPA) Reliable
Public Power Provider(RP3) Panel, I have been participating in a series of four free
APPA RP3 webinars. The four webinars cover: reliability, safety, workforce
development, and system improvement. These webinars have provided insight in how the
RP3 programs work and how applicants are graded in the four areas. And these webinars
have provided with insight on areas of opportunity for ERMU to make improvements.
These have been very beneficial and well worth my time.
• Tom Sagstetter and I attended the Connexus Energy Annual Meeting of the Membership
on April 12, 2017. One note of interest is that ERMU was specifically mentioned during
the presentation regarding the financial impact of electric service territory transfer and the
upcoming migration of ERMU to MMPA. In past years there have been questions from
the floor regarding ERMU, but this is the first time these topics were addressed during
the presentation to the membership. These topics were presented as "matter of fact."

• On May 1, 2017, Mark Fuchs and I met with engineering and operations representatives
from Connexus as a kick off for the upcoming electric service territory transfer in 2017.
Similarly to 2015 and 2016, Connexus will be transferring Areas 3 &4 to ERMU in
September of 2017. There are approximately 400 customers in these areas which are
located on the west side of Elk River. The kick off meeting was positive and very
productive.
• The Midwest Municipal Transmission Group (MMTG) board held a meeting on April 27,
2017, via conference call. MMTG is the group through which ERMU and Central
Municipal Power Agency/Services (CMPAS, formerly CMMPA)purchased an
ownership in the CAPX2020 transmission project. The board reviewed the financials,
investment opportunities, and legislative and regulatory issues.
• The City Council approved an update to the Board/Commission Attendance Policy at
their May 1 City Council Meeting. The update includes two major changes: 1) it breaks
out the commissions who meet monthly from all other commissions and 2)the time
frame has been changed from a rolling 12-month period to a calendar year. This will be
easier for staff, commissioners, and liaisons to track. The new policy begins May 1,2017,
and the calendar year for 2017 will run from May to December. The slate has essentially
been `wiped clean' for everyone. Attached is a copy of how the policy now reads.

Attendance
A member shall be expected to maintain a suitable attendance record. Attendance is vital to board
service and City Council expectations. Because attendance is important, the City Council has
adopted the following attendance policy:
Members shall be automatically removed for lack of attendance. Lack of attendance is defined as:
Regularly scheduled monthly commissions —missing three (3) meetings (including regular and
special meetings) scheduled during a calendar year.
All other commissions —missing two (2) meetings (including regular and special meetings) scheduled
during a calendar year.
Participation for less than three-fourths of a meeting shall be the same as a failure to attend a
meeting. Members removed pursuant to this paragraph shall not continue to serve on the board and
such removal shall create a vacancy. A member may appeal the termination by requesting a hearing
before the City Council within 10 days of notice of termination.
A standard commission attendance form shall be used by all commissions for the staff liaison to
record attendance. The Office of the City Clerk shall forward the attendance record to the City
Council at the end of each June and December for the Council review. Commission members shall
notify the staff liaison of planned absences 72 hours prior to the meeting missed.
