I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Energy City
Commission was called to order by Sagstetter at 8:32 a.m.
2. Pledge of Allegiance
Sagstetter led the Pledge of Allegiance.
3. Consider Agenda
Sagstetter added 3.5 Introductions and 5.5 The SustainER
Moved by Curtis and seconded by Hoskins to approve the February 15, 2017
Energy City Commission agenda with the addition of 3.5 and 5.5.
4. Consider Consent Agenda
Moved by Curtis and seconded by Chuba to approve the consent agenda.
5.1 Updates to the 10 Year Action Plan
Commissioners discussed a number of revisions to the 10 Year Action Plan specific
to Goals 1 and 3. The revised draft with additional comments is located at:
N:\Departments\Community Development\Environmental\Energy City\Action
Plan\Reporting.
The Commission will finalize the Action Plan at their May 17, 2017 Meeting and
present to the Council on June 5, 2017.
5.2 CST Marketing Project
The proposal submitted by the Applied Business Research class at St. Thomas was
signed by the City Administrator and returned to the professor. The objective of this
study is to establish a clear brand identity and brand image for Elk River as Energy
City. Project cost is estimated at$775 with a completion date of early May,2017.
5.3 CST Engineering Class
Commission members discussed the Solar Picnic Table project proposed by the
Engineering Class at St. Thomas. Suzanne will follow up on the following items:
Confirm Table Design #5 is the final selection and request building specs be
forwarded to us.
Discuss construction and installation options/cost with Tim Sevcik in Parks. Tim
prefers a contractor is utilized to construct the table due to limited staff resources.
Hiring a contractor and cost of a cement slab could increase the project cost from
$6400 to $10,000.
Noting this, Commissioner Hanson suggested the possibility of obtaining business
donations (directly and through the Chamber of Commerce).
The Commissioners support using recycled material to build the table vs. the
proposed Cedartone pressure treated lumber. This information has been passed onto
the Engineer Class.
5.4 Climate Smart Municipalities
Sagstetter informed the Commission that we will be hosting an intern from
Ludinghausen, Germany this spring (late April/early May), for a 5 month period.
Jonas Scholz is an Environment Engineer student in Munster and has requested an
international internship in Minnesota.
Potential projects for him include:
➢ Updating the Interactive Landfill Education Center
➢ Water resources (drinking,ground, stormwater)
➢ Educational programs for schools / community center (renewable,waste stream
&conservation)
➢ Electric transportation
➢ Wastewater (green roof;public outreach on new facility compared to old pant)
5.5 The SustainER
Commissioner Hoskins stated that 3 students currently participating in this program.
He suggested that the March meeting be cancelled until the Environmental
Coordinator positon is filled. The April and May meetings will be held as scheduled.
All agreed that staff and the ECC need to provide the students with more direction
and support.

7. Announcements
7.1 Commissioner Updates
Sagstetter read the termination letter to Commissioner Thibodeau for lack of
meeting attendance in 2016;and,informed the Commission that T.A.
Flatland had stepped down from the SustainER/iMatter Team due to
teaching obligations. Sagstetter stressed the need to recruit school and
electric business representatives as soon as possible to fill the vacancies of
Thibodeau and Flatland,as well as recruitments for the expiring 2018 terms.
7.2 Staff Updates
Suzanne provided interview status for the Environmental Coordinator
position. Seven individuals had been interviewed earlier this week and four
were called back for second interviews on Feb. 21'. Pending reference and
background checks,the panel recommendation will go to the March 6th City
Council meeting for review/approval.
8. Adjournment
There being no further business, motion by Hoskins to adjourn the meeting,
seconded by Chuba.
