There is hereby established in the City of Elk River an Energy City Commission pursuant to the provisions of this division. (Ord. No. 05-12, § 1, 6-20-2005; Ord. No. 05-21, § 1, 9-12-2005) Sec. 2-352. - Membership; officers; compensation of members. The energy city commission shall consist of up to 11 members who shall be appointed by the city council for terms of three years. The commission will consist of the following: (1) One representative from the city council/economic development authority. (2) One representative from the Elk River Municipal Utilities. (3) Up to six representatives from energy related businesses as determined by the city council (this can include consultants, manufacturers, technology, environmental, energy producers and/or energy providers). (4) One representative designated by a school located in Elk River. (5) One representative from the Elk River Chamber of Commerce. (6) One representative from Elk River Landfill. All terms shall end on the last day of February; however, members shall hold office until their successors have been appointed. A vacancy during the term of any member shall be filled by city council appointment for the remainder of the term. Officers of the commission shall consist of chair and vice- chair, as elected by the commission. The chair shall preside at all meetings of the commission if present, and perform other duties and functions assigned by the commission or the city council. The vice-chair shall perform these duties in the absence of the chair. If a vacancy occurs in the chair office, the vice- chair shall assume the chair's duties for the remainder of the year and a new vice-chair shall be elected by the commission at the next scheduled commission meeting. A quorum shall consist of a majority of the sitting members. (Ord. No. 05-12, § 1, 6-20-2005; Ord. No. 05-21, § 1, 9-12-2005; Ord. No. 14-02, § 1, 2-18- 2014) Sec. 2-353. - Purpose. The energy city commission is established to promote the City of Elk River as a hub of energy technology, energy manufacturing, energy demonstrations, recycling, use of green products and education. The energy city commission shall meet at least four times each calendar year. The dates, times, and locations shall be as follows: third Wednesday of February, May, August, and November at 8:30 a.m. at Elk River City Hall. Additional meetings may be held at any time at the call of the chair or the request of two other commissioners. Notice of additional meetings, including the time and place thereof, shall be communicated to each member of the commission at least three days prior to the meeting, posted at city hall, and if time permits, published in the city's official newspaper. He is studying Environmental Engineering in Munster, Germany. Below is his work schedule for this first month here. Wastewater Treatment Plant May 8-June 2, 2017 POC: Matt Stevens, Chief Wastewater Operator Jonas will be involved in the following activities for the month he is at the WWTP: The Chief WW and Lead Operators will take Jonas on a plant tour; explain plant processes and daily operations. Site inspections will be conducted at the systems 21 lift stations, and he will gain an understanding of how 77 miles of sewer gets to the Elk River Wastewater Treatment Plant. Jonas will participate in plant walk-throughs to ensure all buildings are secure, and processes are functioning as designed. He will run calculations to determine how many hours each pump ran during the week. He will learn how the city GIS system is used in conjunction with the wastewater SCADA system. He will observe the removal and replacement of defective panels at two of the system's lift stations. The Chief Wastewater Operator will review process control and protocol for municipal wastewater plants, including state and federal regulations, permit rules, reporting requirements and enforceme Jonas will collect and record plant influent and effluent amounts sent to UC Labs; conduct lab tests which include DO,Transmittance and Total Chlorine. He will assist with running total solids test on the aeration basin, the return activated sludge, and the effluent of the final clarifier. He will calculate the SRT to determine the amount of water we need to waste to the storage tanks. Jonas will spend time running total solids on the storage tanks to determine the correct amount of polymer needed to obtain the highest percent solids product from the screw presses. He will also have the opportunity to run the presses to achieve maximum efficiency from both presses. He will collect samples from the aeration basin and view them under a microscope. By analyzing the types of microorganisms present, he can more accurately determine the best biological treatment to use.This will help Jonas identify whether we have young or old sludge; which determines if additional waste needs to go into the storage tanks.
