4.1. DRAFT MINUTES 05-15-2017 Meeting of the Elk River City Council Held at the Elk River City Hall Monday, May 1, 2017 Members Present: Mayor Dietz, Councilmembers Olsen, Ovall, Westgaard, and Wagner Members Absent: None Staff Present: City Administrator Calvin Portner, Police Chief Ron Nierenhausen, Patrol Officer Jon Christie, and City Clerk Tina Allard 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 7:14 p.m. by Mayor Dietz. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider 5/01/17 Agenda Mr. Portner stated Council should remove Item 10.1 because the Housing and Redevelopment Authority hasn’t completed their work on the policy yet. Moved by Councilmember Ovall and seconded by Councilmember Wagner to approve the May 1, 2017, agenda with Item 10.1 removed. Motion carried 5-0. 4. Consider Consent Agenda Moved by Councilmember Westgaard and seconded by Councilmember Ovall to approve the following consent agenda: 4.1 April 17, 2017, Minutes. 4.2 Check register, check numbers 9893-9895 and 101322-101480 as outlined in the staff report. 4.3 Changes to the board/commission attendance policy as outlined in the staff report. 4.4 Ordinance 17-08 amending Chapter 6, Section 94, Hours and Days of Sales of the City of Elk River, Minnesota, City Code. 4.5 Resolution 17-21 acknowledging contributions from Cargill for purchase of trees for the Youth Athletic Complex. 4.6 Agreement for Issuance of Conditional Use Permit for Mineral Excavation for Tiller Corporation and Max Steininger, Inc. City Council Minutes Page 2 May 1, 2017 ----------------------------- 4.7 Hold Harmless Agreement, Contract 17-07, between Elk River Municipal Utilities and the City of Elk River. 4.8 Hire Karen Keast for Human Resources Technician position effective May 17, 2017 per terms in the staff report. Motion carried 5-0. 5. Open Forum No one appeared for Open Forum. 6.1 Update on Hotel Criminal Interdiction Chief Nierenhausen introduced Officer Jon Christie. Officer Christie discussed the following:  Tactics and indicators for determining criminal activity at hotels.  Types of crimes occurring at hotels, such as drugs, sex trafficking, weapons, etc. human trafficking.  Types of places, such as hotels, long-term stay residences, and campgrounds seeing this type of activity. Officer Christie provided information to area hotels on what to look for to prevent problems and offered to visit their establishments and provide training. He noted these types of criminal activity aren’t prevalent in Elk River as in other communities. 7. Public Hearings There were no public hearings. 8.1. Communications Policy Ms. Allard presented the staff report. Mr. Portner noted this is an internal policy. Moved by Councilmember Ovall and seconded by Councilmember Olsen to acknowledge and accept the Communications Policy. Motion carried 5-0. 8.2 Discuss Work Session Items Mr. Portner presented the staff report. City Council Minutes Page 3 May 1, 2017 ----------------------------- Councilmember Wagner stated she would like to see a discussion on goals for the Economic Development Authority and Planning Commission regarding the East st Highway 10 gateway (Highway 10 from 171 Avenue to Jarvis Street). It was noted the audit would be done at the next Council meeting. Council asked about a joint meeting with the school board meeting. Mr. Portner stated he was waiting on the hire of the new superintendent. 9.1 Council Liaison Updates Updates were provided. Mayor Dietz provided an update regarding senior citizen concerns of the city’s discussion regarding location of the Activity Center. 10.1 Tax Increment Finance Policy and Scoring Worksheets This item was delayed to a future meeting. 11.
