Letter from applicant Overview The applicant is proposing to use an existing house located at 21260 Meadowvale Road for their church office. Their property consists of 3 lots for a total of 11. 75 acres. Two of the lots have houses and one is undeveloped. The vacant lot will remain undeveloped at this time. The other lot, which contains a house, will continue to be used as a residence. . The property the church will be using was used as a residence prior to being purchased by the church. It contains a house and two accessory storage buildings and has gravel driveway with access from Meadowvale Road. Church services will not be held at this location. The applicant has plans of constructing their church on this property. At that time they will be applying for a conditional use permit for the church. Site ImTJrovements The applicant is proposing a gravel parking area behind the house which will accommodate 15 spaces. Other than the installation of the parking lot no other exterior improvements are proposed at this time. Since future development of this site is planned, the applicant does not wish to install permanent improvements only to have to remove them when they develop the site. Section 900.24. allows the City to exempt paved parking areas and curbing where the installation of paving presents a hardship due to the uniqueness of the business or other conditions. However, staff would like to see landscaping and screening installed at this time. By installing some landscaping with this conditional use permit, it will have an opportunity to grow and provide a better buffer and screen for adjacent residences when the property is developed. Planning Commission Meeting . At the Planning Commission meeting held on March 23rd six neighbors spoke at the public hearing. Most were concerned about future development of the property as a church. Several wanted landscaping to be provided and expressed concerns about an increase in traffic and dust. The Commission discussed lighting, the need for improvements to the parking area, future development, and the number of meetings. The Commission wanted to make sure the applicant and the neighbors understood that this approval was only to use the existing house as an office, small group meeting space and storage area, and future development of the church property would require a conditional use permit and public hearings. In order to reinforce this, the Commission added a condition which states the conditional use permit applies to parcel B only. Recommendation It is recommended the Planning Commission recommend approval of Living Waters Church's request for a conditional use permit to allow the use of an existing house as a church office, storage and small group meeting space with the following conditions: . \ \elkriver \sys \shrdoc \planning \scott \cu99-9cc.doc . . . Future development of the property as a church will require conditional use permit. 3. The proposed parking area meet the established setback requirements. 4. Staff will require verification of the septic system to insure the system meets the requirements of the proposed use. 5. The parking lot be lighted per staffs recommendation. 6. Per Section 900.24 of the Zoning Code, the parking lot may be surfaced with class 5 material and curbing will not be required. 7.
