Background/Discussion
The applicant, Satellite Shelters, is requesting to amend the allowed uses in the I-3 (General Industrial)
district to allow outdoor storage as a principal use. If the ordinance is amended and a Conditional Use
Permit approved, they plan to store temporary classroom and office buildings on site.
Council reviewed the request during a work session on April 17, 2017. Based on direction received during
the meeting, staff explored amending the ordinance to allow outdoor storage as a principal use, provided
an increased setback was included as a design standard.
Staff’s recommendation to the Planning Commission on April 25, 2017, included a 150-foot setback from
Highway 10 and screening with a six-foot fence, berm, and landscaping. The applicant requested a
reduction in the setback to 75 feet.
The Commission shared Council’s concerns about the appearance of the corridor as an entrance to Elk
River. They also expressed concern over what impacts allowing this type of use would have on the rest of
the district away from the Highway 10 corridor.
The Planning Commission tabled the item to provide additional time for research, development, and a
review of the impacts the change would have on the rest of the I-3 zoning district. They will review this
item again during their May 23, 2017, regular meeting.
