3.1A EDSR 05-15-20107 DRAFT MINMeeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, April 17, 2017 Members Present: President Tveite, Commissioners Provo, Olsen, Westgaard, Ovall (5:37 p.m.), Wagner, and Blesener Members Absent: None Staff Present: Economic Development Director Amanda Othoudt, Eco Development Specialist Colleen Eddy, and Executive Secretary/Deputy City Clerk Jessica Miller 1.Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk Development Authority was called to order at 5:30 p.m. by President Tveite. 2.Consider 04/17/2017 Agenda Moved by Commissioner Wagner and seconded by Commissioner Westga to approve the April 17, 2017, agenda. Motion carried 6-0. 3.Consider Consent Agenda Moved by Commissioner Blesener and seconded by Commissioner Wagner to approve the following consent agenda: 3.1 March 20, 2017, EDA Minutes. 3.2 Check register as outlined in the staff report. 3.3 Balance sheet as outlined in the staff report. 3.4 Revenue/expenditure report as outlined in the staff report. Motion carried 6-0. 4.Open Forum No one appeared for Open Forum. 5.Public Hearings There were no public hearing items scheduled for this agenda. Economic Development Authority Minutes Page 2 April 17, 2017 ----------------------------- 6.1 Microloan Policy Ms. Othoudt presented her staff report. (Commissioner Ovall arrived 5:37 p.m.) Commissioner Blesener indicated the policy states micro-brewery loans are only available to business and property owners in the Downtown Area a intent was to amend the policy to include micro-brewery loans anywhere within the city limits. Ms. Othoudt stated that is an error and she will co micro-brewery loans within city limits. Moved by Commissioner Olsen and seconded by Commissioner Westgaard to approve the amended Economic Development Authority Microloan Fund Program Policy. Motion carried 7-0. 6.2 Jobs Incentive Microloan Policy Ms. Othoudt presented her staff report. Moved by Commissioner Blesener and seconded by Commissioner Olsen to approve the Economic Development Authority Jobs Incentive Microloan Program and Policy. Motion carried 7-0. 6.3 Tax Abatement Policy Ms. Othoudt presented the staff report. Moved by Commissioner Westgaard and seconded by Commissioner Blesener to approve the amended Economic Development Authority Tax Abatement Policy and Application. Motion carried 7-0. 6.4 Beautification Policy Ï Revised Ms. Othoudt presented the staff report. Moved by Commissioner Wagner and seconded by Commissioner Olsen approve the revised Economic Development City Beautification Policy. Motion carried 7-0. 6.5 DirectorÔs Report Ms. Othoudt presented her directorÔs report. 7. Announcements There were no announcements. Economic Development Authority Minutes Page 3 April 17, 2017 ----------------------------- The EDA recessed into work session at 5:51p.m. The meeting reconvened at 5:54 p.m. 8.1 TIF Policy Discussion EDA Attorney Jenny Bolton was also present for the discussion. Ms. Othoudt presented the staff report. The Economic Developmen reviewed the Tax Increment Financing Policy and Application as well as the TIF Scoring Worksheet for non-housing projects for consistency with EDA objectives and goals and suggested changes. Ms. Othoudt explained the EDA Finance Committee and Housing and Redevelopment Authority have discussed adding bonus points to th sheet for redevelopment projects. EDA consensus was to include b redevelopment. Commissioner Westgaard noted he does not want to see the policy pushing current businesses out for redevelopment. Ms. Othoudt indicated she will work with EDA Attorney Jenny Boulton and EDA Financial Advisor M on the policy revisions. 8.2 Finance Committee Ms. Othoudt presented the staff report. President Tveite stated he believes there is overlap in policies and agrees establishing a Joint Finance Committee would be beneficial. He suggested allo EDA Finance Committee to recommend the structure of the new Joint Finance Committee for consideration by the EDA and HRA. 9.
