VILLAGE OF ELK RIVER COUNCIL MEETING
April 25, 1903
Meeting called to order in Recorder’s office.
Present: C.Q. Scoborio, Pres.; Perry Clute, J.E. McBride and A.A. Opitz, Trustees; H.B.
Nickerson, Village Recorder.
The following bills \[were\] allowed:
Standard Oil Co., gaso., $8.32
The Village Improvement Ass’n, $25.00
Petition presented to appoint a committee to investigate and find what would be the best fire
protection and cost of service.
The following committee \[was\] appointed:
Justus DeBooy, Chairman; A. Davis, Chas. Babcock, F.T. White, C.Q. Scoborio, Jas. McBride, N.K.
Whittemore, C.S. Wheaton, W.H. Houlton, H.J. Heebner.
Whereas the public favors the use of concrete or cement in the construction of sidewalks in the
village of Elk River;
Therefore be it resolved that the Village Council encourage the use of said concrete or cement, and
that they assume one third of the cost of construction \[of\] said sidewalk wherever said concrete or
cement is used.
