VILLAGE OF ELK RIVER COUNCIL MEETING
June 21, 1904
A special meeting of the Village Council was held this day at 8 o’clock P.M. at Drug Store in said
Village, all the members of said Council being present as follows:
Present: A.H. Nickerson, Pres.; J. DeBooy, H.B. Nickerson and J.H. Romdeune, Trustees;
W.F. Chadbourne, Village Recorder.
The question of the construction of a bridge across the Mississippi River within the Village limits
was taken up, and its necessity, importance and benefits to the Village was \[sic\] considered. Trustee
DeBooy, one of the members of the Village Council, offered the following resolutions and moved
their adoption, which motion was duly seconded by H.B. Nickerson, one of the members of said
Council:
It is hereby resolved and determined by this Village Council of the Village of Elk River in the
County of Sherburne, and State of Minnesota, to aid in the construction of a bridge across the
Mississippi River at said Village, a lawful public improvement therein and within two miles of the
limits of said Village, to the extent and amount of seven thousand five hundred ($7,500) dollars, and
to raise the said sum of seven thousand five hundred ($7,500) dollars for that purpose.
Resolved further, that a special election of the electors of said Village of Elk River be and hereby is

called to be held at Grand Army Hall in said Village on the 12 day of July 1904 from ten o’clock in
the forenoon to four o’clock in the afternoon of said day, for the purpose of voting upon and
determining the following proposition, viz.:
“Shall the Village of Elk River aid in the construction of a bridge across the Mississippi River in said
Village, a lawful public improvement therein, and within two miles of the limits thereof, and for
such purpose issue and negotiate its bonds in said amount of seven thousand five hundred ($7,500)
dollars?”
Resolved further, that the Village Recorder be and hereby is directed to give notice of said special
election in the manner required by law.
The roll being called upon the passage of said resolutions, the following vote was had, viz.:
Ayes: H.B. Nickerson, J. DeBooy, J.H. Romdeune, W.F. Chadbourne.
Nays: None.
Whereupon said resolutions were declared duly passed.
L.G. Davis and N.D. Trumbull were duly appointed Judges of Special Election to be held July 12,
1904.
The following bills were then presented and on motion allowed:
North Star Lumber Co., lumber for sidewalk, $73.12
E. Halein, straps for engine, $.85
Gilman and Rollins Co., fixtures for engine, $3.92
Waterous Engine Co., fixtures for engine, $12.30
Village Improvement Ass’n, aid in keeping up public park, $25.00
No further business appearing, Council adjourned.
