03-18-1905 VCM VILLAGE OF ELK RIVER COUNCIL MEETING March 18, 1905 At a meeting of the Village Council held at Grant Army Hall, the following-named were present, viz.: Present: A.H. Nickerson, Pres.; Justus deBooy and H.B. Nickerson, Trustees; H.C. Hastings, Village Recorder. Sealed bids in pursuance to a notice duly published were received and read, for the sales of $7500 of Village of Elk River bonds. The bids were as follows: W.J. Hayes & Sons, Cleveland $7,651 Albert C. Case, New York \[illegible\] 7,525 6% 7,850 Wells & Dickey Co., Mpls. 5% int. 7,533 Security Svgs. Bk. & Trust Co., Toledo, O\[hio\] 6% 7,880 C.H. Coffin, Chicago 7,551 McDonald McCay & Co., Chicago 15 year bonds 5% 7,731 Thos. J. Bolger Co., Chicago Blk. Bonds & accrued int. 7,550 Open bids were discussed as follows: W.M. Stoddard & Co., Mpls. $150, $140 & $125 premium & int. accruing & blk. bonds, int. 5% on $60, premium 4-1/2% bonds F.E. Maynard, St. Paul $130, $140 & $155 premiums on on \[sic\] 5% bonds, $55 premiums on 4-1/2% bonds On motion of Justus deBooy and seconded by H.B. Nickerson, Trustees, all of the sealed bids received and found and read at this meeting were rejected. On motion it was voted to adjourn to meet at 2:15 P.M. Council met pursuant to adjournment at 2:15 P.M. at the office of C.S. Wheaton. A.H. Nickerson, Justus deBooy, H.B. Nickerson and H.C. Hastings present. On motion of Justus deBooy and seconded by H.B. Nickerson, Trustees, it was unanimously voted that all \[bids\]* for the sale of bonds as advertised by the Village Council be and are hereby rejected. Justus deBooy was appointed by the President to investigate the matter of building a fire engine house to be located in the best place at the south end of the park on Main Street, estimates of the cost of building, etc. The matter of building cement sidewalk was taken up and discussed and the matter was left with Mr. DeBooy to see parties interested and ascertain what proportion of the expense they would be billing to bear. The Recorder was instructed to communicate with N.P. & G.N. R.R. Co’s, asking them to put proper culverts under their tracks near the G.N. station for the protection of fire hose and \[illegible\] them to provide these culverts at an early day. The following bills were presented and on motion were allowed: W.B. Eaton, lighting street lamps, $17.50 Standard Oil Co., gasoline, $9.00 Pioneer Press Co., advertising bonds, $5.80 Carver Swing Co., drawing fire engine, $2.00 A.N. Dare, advertising and stationery, $14.15 W.V. Dare, advertising, $5.80 On motion, the meeting adjourned. H.C. Hastings Village Recorder * A word seems missing, and this fits the context. Included at this point in the ledger is the following newspaper clipping: NOTICE OF Sale of Bonds OF THE Village of Elk River. Pursuant to the resolution of the Common Council of the Village of Elk River, Sherburne County, Minnesota, adopted and passed on the st 21 day of June, 1904, and approved by the el- ectors of said Village at an election duly called th and held according to law on the 12 day of July, 1904, sealed bids will be received by the th undersigned up to Saturday the 18 day of March, 1905, at ten o’clock of said day and be opened by the Common Council immediately thereafter on said day for the purchase of the bonds of said Village of Elk River in the amount of Seven Thousand Five Hundred Dol- lars ($7,500), which bonds shall be coupon int- erest bearing bonds of the following denomina- tions: seven bonds of the sum of One Thousand Dollars ($1,000), and one bond of the sum of Five Hundred Dollars ($500), and shall ma- ture July first, 1915, with interest payable annu- ally on the first day of July of each year at a place to be designated therein; said bonds to bear date on the first day of July, 1905 Said bonds to be sold at not less than their par value and accrued interest to the highest bidder.
