02-16-1906 VCM VILLAGE OF ELK RIVER COUNCIL MEETING February 16, 1906 At a special meeting of the Village Council held at the furniture store of R.E. Dare, the following were present: Present: R.E. Dare, President; S.M. Crockett and Justus de Booy, Trustees; H.C. Hastings, Village Recorder. A communication from Frank L. White \[following these minutes\] as that Henry Hold be restrained from running his engine in Block 11 of the Village of Elk River without proper devices for the safety of adjoining properties, whereupon it was voted that the Recorder be instructed to notify Mr. Henry Holt that he must put a \[sparkamster?\] on his engine smokestack and keep it on when running his engine in the Village. The following resolution was passed: Resolved, that the Recorder notify Hon. W.H. Marvin, Chairman of the Board of County Commissioners of Wright Co., Minn., that the Elk River and Otsego bridge across the Miss. River is constructed and now in use by the public and that the Village of Elk River would like to receive the $3000 appropriated or pledged by said County for said bridge, and do hereby designate Andrew Davis, Treasurer of said Village, as the proper person to whom the said sum of $3000 be paid. Mr. Crockett was instructed to see Mr. Prosper Vassar and talk with him in regard to the place for taking out ice near the new bridge. Adjourned. H.C. Elk River, Minnesota. th February 15., 1906. To R. E. Dare and the Common Council of the Village of the Elk River, Minn. Gentlemen.- I have insurance upon the block belonging to Mrs Houlton and Mrs Thorpe and Mrs Iliff in Block 11 of this Village and last Spring my comp- any had to pay a loss on Mrs Thorpe’s building by reason of the Engine Henry Holt is running in that block. I understand that he does not have proper safety devices and do not think that he ought to be allowed to endanger the property of other people in the careless manner in which he con- ducts his business and I hereby make complaint to your council to have the same abated.
