The city engineer has requested that the city consider the 1999 Municipal State Aid (MSA) designation. We now have approximately one mile to add to the city MSA system and it is appropriate to add this mileage in order for the city to receive the maximum amount of annual MSA construction and maintenance funds. These funds are allocated out based on the amount of designated MSA miles within the community, and the amount ofMSA mileage within a community is based on the amount of total roadway miles within the city. Accordingly, as new developments come on board, the city has more MSA mileage available. The additional MSA street recommended to the City Council is consistent with the transportation plan. The routes are somewhat flexible until you have spent MSA money on an MSA street. Once this happens the designation cannot be removed. Certain standards have to be met for MSA designations such as beginning or ending at state highways, existing MSA connection points, or county roads. The recommended route on 165th Avenue meets the MSA criteria. Attached for your information is the MSA map for the city, a memo from our city engineer consultants, and two resolutions for City Council consideration. Box 490 Elk River, MN 55330 RE: MUNICIPAL STATE AID REVOCATIONS AND DESIGNATIONS Dear Council Members: Recent development activities in the City have left the Municipal State Aid System with 0.96 miles of available Municipal State Aid designation to put on the City's system. It is to the City's advantage to maximize the number of City streets that are designated as Municipal State Aid routes, as the amount of Municipal State Aid Construction and Maintenance funds is based on the miles of streets designated. Currently, the City has 24.54 miles of streets designated as Municipal State Aid routes. As has been the practice in the past, we are recommending that the designated route follow the City's Transportation Plan. Specifically, we are recommending designating a route that initiates at the intersection of Trunk Highway (TH) 10 and 165th Avenue to a point 1.06 miles east along 165th Avenue. This route connects TH 10 via 165th Avenue to Route F of the Transportation Plan. Route F was designated as an MSA route in 1997 and extends south along Fillmore Street from 175th Avenue to 165th Avenue, then east to Jarvis Street, then south again to TH 10. This route designation will require 1.06 miles of Municipal State Aid designation. To accomplish this, we are recommending that the two segments of Baldwin Avenue between 5th Street and 3rd Street, and 3rd Street and Main Street be removed from the State Aid system and re-designated in this area. This route is scheduled to be reconstructed this year as a part of the Eastern Area Phase I Improvements without the use of Municipal State Aid dollars. The first resolution revokes the two existing designations described above. The second resolution designates the new alignment. A map that shows the location of the route to be removed from the Municipal State Aid System and the new route to be designated has also been attached. RESOLUTION 99-_ A RESOLUTION OF THE CITY OF ELK RIVER RESOLUTION REVOKING MUNICIPAL STATE AID STREETS WHEREAS, it appears to the City Council of Elk River, Minnesota, that the roads hereafter described should be revoked as Municipal State Aid Streets under the provisions of Minnesota Laws; NOW, THEREFORE, BE IT RESOLVED by the City of Elk River, Minnesota, that the roads described as follows, to-wit: MSA 128 - Baldwin Avenue form 5th Street to 3rd Street; and MSA 128 - Baldwin Avenue from 3rd Street to Main Street, be, and hereby are, revoked as Municipal State Aid Streets of Elk River, Minnesota, subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED that the City Clerk of Elk River, Minnesota, is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for consideration.
