MEETING OF THE ELK RIVER CITY COUNCIL
ACTING AS THE BOARD OF REVIEW
HELD AT THE SHERBURNE COUNTY GOVERNMENT CENTER
THURSDAY, APRIL 29, 1999

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Board of
Review was called to order at 6: 1 0 p.m. by Councilmember Dietz.
Councilmember Dietz noted that the Mayor would be delayed. He further noted
that the Council would take no formal action until a full quorum of the council
was present.

Sherburne County Assessor Ty Bischoff explained that the purpose of the meeting
which is to review the 1999 assessed property value. He stated that in order to be
consistent with the state requirement of staying within 90 - 105% of the actual
market value, an overall increase of approximately 5% was applied to all property
in the city. The County Assessor explained that each grievance would be heard
by the Board of Review on an individual basis.

Timothy Ehr - 75-522-0348
Mr. Ehr explained that his property value increased from $166,300 to $173,900
which equates to a 4.5% increase.
Mayor Klinzing arrived at this time (6:30 p.m.)
Council member Dietz noted that this increase was consistent with the overall
increase which all property owners received. Tim Ehr stated that the homes in his
neighborhood are being sold at much lower prices than the value placed on
them.

Ty Bischoff indicated that there have been many unusual circumstances in the
Royal Oaks Ridge plat. It was noted that several homes have been sold during
the past 18 months at prices much lower than the assessed market value. After
much discussion regarding this issue, Ty Bischoff recommended. an area-wide
reduction of 7% in assessed property value to all property in the Royal Oaks Ridge
plat due to the area being depressed. Ty Bischoff noted that there is one
property owner in the Royal Oaks Ridge plat who has requested that his market

value be increased. Ty Bischoff recommended that this particular market value
not be decreased with the other Royal Oaks Ridge market values.
COUNCILMEMBER DIETZ MOVED TO REDUCE THE ASSESSED MARKET VALUE FOR THE
ENTIRE ROYAL OAKS RIDGE PLAT BY SEVEN PERCENT 7% WITH THE EXCEPTION OF
PARCEL NO. 75-5220125. COUNCILMEMBER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 3-0.
COUNCILMEMBER DIETZ MOVED TO RECESS THE MEETING OF THE BOARD OF REVIEW.
COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0.
The meeting of the Board of Review recessed at 6:40 p.m.
Mayor Klinzing reconvened the Board of Review meeting at 6:42 p.m.
3. Ed Jensen - 75-519-0115
Mr. Jenson stated that the property value of his town home on Proctor Avenue
has increased from $88,900 to $98,600. Assessor Greg Olson reviewed some
comparable town home sales in the area and noted that the property value has
increased due to the popularity of town homes. He further noted that all of the
townhomes in that area received an increase of 10% in their assessed market
value.

COUNCILMEMBER DIETZ MOVED TO MAKE NO CHANGE IN THE ASSESSED MARKET
VALUE FOR PARCEL NO. 75-519-0115. COUNCILMEMBER FARBER SECONDED THE
MOTION. THE MOTION CARRIED 3-0.

Ron Woeste - 75-499-0230
Mr. Woeste stated that his property value increased from $193.400 to $201,300. It
was noted by the Council that this was the general increase given to all property
in the City. Mr. Woeste indicated that he did not feel his home was appraised
fairly due to the fact that when he purchased the home it had not had the
general maintenance required of a home. He noted that the home needs
windows replaced, to be re-roofed plus many other general maintenance items
need to be accomplished.
COUNCILMEMBER DIETZ MOVED TO HAVE THE ASSESSOR RE-EVALUATE THE HOME
AND TO LEAVE THE APPRAISED VALUE AT THE DISCRETION OF THE ASSESSOR
FOLLOWING RE-EV ALUATION OF THE PROPERTY. COUNCILMEMBER FARBER
SECONDED THE MOTION. THE MOTION CARRIED 3-0.
Assessor Ty Bischoff informed the Council that all of the modified two-story homes
in Elk River are over-valued. He noted that the ratio of assessed value for this style
of home is on the high end, ranging from about 101% - 107%. Ty Bischoff
recommended that the Council consider reducing the value of this style of home.

COUNCILMEMBER DIETZ MOVED TO REDUCE THE VALUE OF THE BASE SQUARE
FOOTAGE BY 10% OF ALL MODIFIED TWO-STORY HOMES IN THE CITY OF ELK RIVER.
COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0.
