We have tabulated the bids received for the School Street improvement project on April 6, 1999.
A total of six bids were submitted. The following list provides the name of the bidder and their
total bid.

The bid submitted by Northwest Asphalt, Inc. is just slightly below the feasibility estimate.
Although Northwest Asphalt, Inc. has not done work within the recent past in the City of Elk
River, we have had experience working with them and find that their work is satisfactory.
Therefore, we would recommend award to Northwest Asphalt, Inc. as the lowest responsible
bidder in the amount of $241.736.99. Attached is a resolution for the City Council's
consideration, which awards the bid to Northwest Asphalt, Inc.

RESOLUTION 99 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE SCHOOL STREET
IMPROVEMENT OF 1999
WHEREAS, pursuant to Resolution 99 - 23, competitive bids were solicited and
received for the school street improvement as set forth in the bid
tabulation attached hereto and incorporated herein by this reference; and
WHEREAS, the City Council has considered the amount of the bids and the
responsibility of the bidders and determined that Northwest Asphalt, Inc is
the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1.
The Mayor and City Administrator are authorized and directed to execute, on
behalf of the City, such contract with Northwest Asphalt, Inc. as is approved by
the City Attorney for the completion of the School Street improvement according
to the approved plans and specifications designated in Resolution 99-23.

2.
The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids upon execution of the contract above specified.
