Debbie's Produce is requesting a general planning permit for a temporary
produce stand to be located on the Martin Plaza property.

Overview
Debbie's Produce is requesting a general planning permit to locate a
temporary produce stand in the parking lot of Martin Plaza on Highway 10.
The applicant will be selling produce out of a produce stand consisting of a
20'x40' tent canopy with tables. The applicant intends to set-up and remove
the produce stand each day of business from June through October.

The stand will be located on the northwest end of the parking lot and
property. The location is a little used end of the parking lot just west of the
driveway entrance and away from the flow of traffic and should not cause any
parking or circulation problems.

Recommendation
It is recommended the City Council approve the Debbie's Produce request for
a general planning permit to allow a temporary produce stand with the
following conditions:
1. IF TRAFFIC BECOMES A PROBLEM AROUND THE SITE, THE SALES AREA
SHALL BE DELINEATED WITH SOME TYPE OF BARRIER TO RESTRICT
TRAFFIC.
2. THE LOCATION OF THE PRODUCE STAND WILL BE CONSISTENT WITH THE
SITE PLAN AND SET BACK A MINIMUM OF 10 FEET FROM THE PROPERTY
LINES.
3. THE PRODUCE STAND SHALL BE REMOVE FROM THE SITE EACH
EVENING.
4. THE STAND MUST BE KEPT IN GOOD CONDITION THROUGHOUT THE TIME
IT IS IN PLACE AND THE AREA AROUND THE STAND SHALL BE KEPT
CLEAN AND FREE OF LITTER.

Regarding the Gene-ra! Pennit we have applied for at the Chip M811in Site offHwy 10 ill
Elk River, my wife and I would appreciate it if you would pass this permit so that we
may sell our Minnesota. grown produce in the City of Elk River.

We will be selling locally grown produce: SWfi!E!t com, tomatoes, peppers and melons and
variolls other vegetables. We hope to open around the end of June until the end of
October the dates are not certain as various conditions such as growing and the first frost
affects the operation ofthe produce stand.
The times of operation will be ii'om around ten o'clock in the morning until 6;00 in the
evening weather permitting.
Our stand is a temporary canopy style that will be set up and taken down every day the
stand is in operation.
