2. Approve, by motion, the purchase and installation of playground equipment for Barrington Park
through Flagship Recreation.
Background/Discussion
The existing Barrington Park playground is one of the oldest within the city and is beyond its serviceable
life. The city has the opportunity to donate the playground to a nonprofit organization, KIDS Around
the World, for children in third world countries. The city previously partnered with KIDS Around the
World in 2013 for the removal and donation of the Orono and Baldwin Park playgrounds.
Staff recommends donating the playground at Barrington Park to KIDS Around the World to help
support their mission to build playgrounds for children in underprivileged locations outside the United
States. This organization would dismantle and remove the playground equipment with support from
Parks Maintenance Division staff in July of 2017.
The new playground would be installed in August of 2017 utilizing an assisted installation process, which
includes a combination of parks staff and certified installers from Flagship Recreation. This installation
process will maximize funds, allowing for more playground equipment while minimizing installation
expenses. The new playground equipment would be purchased from Landscape Structures Inc. through
Flagship Recreation, the state contract vendor.
In addition to the playground installation, staff will install an ADA accessible sidewalk from Auburn
Street to the play structure; install wood fiber impact surfacing; conduct site preparations and restoration;
increase LED lighting to the playground and basketball court; and install a new sand play feature.
Financial Impact
The budget for this project was $80,000 from the Park Improvement Fund. Staff recommends the
purchase and installation of playground equipment from Flagship Recreation in the amount of
$75,802.58. With savings in other projects, staff recommends increasing the budget from $80,000 to
$96,000 in order to allow for the purchase of materials for additional site improvements to include the
sand play area, impact surfacing, increased LED lighting and an ADA accessible sidewalk.
The existing playground equipment is a donation with no value. The cost to the city is the labor costs for
parks maintenance staff to assist in the removal of the playground footers; however the donation through
a third party will cost less than hauling and disposing of the equipment at the landfill.

Obsolete Playground Equipment
WHEREAS, the playground equipment at Barrington Park is over 20 years old and the
typical lifespan of quality public playground equipment is 20 to 25 years
depending on usage; and
WHEREAS, the Barrington Park playground equipment does not comply with the American
Society of Testing and Materials (ASTM) consumer safety performance
specifications for playground equipment for public use; and
WHEREAS, City Council recently directed staff to replace the playground equipment at
Barrington Park; and
WHEREAS, city staff and the Parks and Recreation Commission recommend the old
playground equipment at Barrington Park be removed because it does not
meet either the ASTM or Consumer Product Safety Commission playground
safety guidelines; and
WHEREAS, because the playground equipment does not meet current safety standards it
cannot be reused in the United States and therefore has no value other than as
scrap; and
WHEREAS, the scrap value of the playground equipment is less than the cost of removal of
the equipment; and
WHEREAS, KIDS Around the World, an Illinois not-for-profit corporation with the mission
to build playgrounds for children in underprivileged locations outside the
United States, has offered to remove the playground equipment in exchange for
donation by the city of the removed equipment.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk
River acknowledges that the existing playground equipment at Barrington Park has no value and
authorizes removal of the playground equipment by KIDS Around the World, and donation of
the equipment to KIDS Around the World in exchange for the removal.
