Action Requested
Adopt, by motion, revisions to City Code Chapter 2, Division 8, Energy City Commission.
Background/Discussion
The Energy City Commission has revised the city ordinance to better fit the mission of the group to
include language regarding sustainable living practices in addition to energy technology, energy
demonstrations, and more.
Additionally, the changes include allowing representatives to include commercial or residential utilities
customers or nonprofit organizations. The Commission has experienced difficulties in filling the 11
positions.

An Ordinance Amending Chapter 2, Division 8, Energy City Commission of the
City of Elk River, Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That § Sec. 2-352, Membership; officers; compensation of members of the City
of Elk River Code of Ordinances shall be amended as follows:
(1) One representative from the city council/economic development authority.
(2) One representative from the Elk River Municipal Utilities.
(3) Up to six seven representatives from
energy related businesses as determined by the City Council (this can include
consultants, manufacturers, technology, environmental, energy producers and/or
energy providers)
Commercial or residential customers (representatives must receive at least one city
service - water, sewer, trash collection, or electric delivery), or
nonprofit organizations (this can include schools, youth organizations or business
organizations as determined by the city council)
(4) One representative designated by a school located in Elk River.
(5) One representative from the Elk River Chamber of Commerce.
(6) One representative from Elk River Landfill.
SECTION 2. That § Sec. 2-353, Purpose of the City of Elk River Code of Ordinances shall be
amended as follows:
The energy city commission is established to promote the City of Elk River as a hub of energy
technology, energy manufacturing, energy demonstrations, recycling, use of green products and
education the adoption of sustainable living practices.
SECTION 3. That § Sec. 2-354, Powers and duties of the City of Elk River Code of Ordinances
shall be amended to read as follows:
The energy city commission shall have the following responsibilities:
(1) Aid, create, promote, endorse, sponsor, and facilitate energy related and environmentally
sustainable initiatives and demonstrations that lead by example for others to learn from.
(2) Work for the continuing education of the public with respect to energy technology, energy
manufacturing, energy sustainable demonstrations, recycling, use of green products and education
the adoption of sustainable living practices.
(3) Solicit gifts and contributions to be made to the city and assist in the preparation of
applications for grant funds for the purpose of energy technology, energy manufacturing, energy

(4) Such other responsibilities as the city council shall assign from time to time.
SECTION 4. That this ordinance shall take effect upon adoption and be published as provided by
law.
