MEMORANDUM TO: Mayor & City Council FROM: Pat Klaers, City Administrator DATE: May 24, 1999 SUBJECT: City/School Liaison Program In March, the city and school district committee was approaching an agreement for the funding of the city/school police liaison program. However, at the end there was a concern about reevaluating the funding formula if anything changed by 20 percent or more. Due to this concern, the city did not accept the proposed agreement. . Attached for your information is the minutes of the March 22, 1999, Elk River City Council meeting at which the city/school liaison program was discussed. These minutes state Councilmember Motin's concern regarding the 20 percent clause and include comments on the school/city committee discussion on growth in the per capita amount. Dr. Flannery has recently stated to me that the district is willing to go to the $2.00 level without renegotiating, but at any point above $2.00, renegotiation must take place. Dr. Flannery indicated that there is no need to get the committee back together because this is the position of the School District. If we believe that the legislature will only make increases at $.50 steps, then the School Board's position may be alright for us. But, if we believe increases could be authorized by the legislature in odd amounts, then we should be prepared for renegotiations at any time. If anything over $2.00 per capita is renegotiated, then the 20 percent concern only relates to a shift in student population. . These terms from the School Board may be acceptable to the council. We can always withdraw from the program and have the county take over the service if we are dissatisfied with any renegotiations. The per capita amount may never change. The current funding level is $1.50 per capita and equals $43,000. Based on the present formula, $2.00 per capita would generate approximately $57,000 for the city of Elk River. If the City Council is willing to accept these terms, then we should move forward. Otherwise we should turn the three officer program CD.A.R.E. and 2 liaison) over to the county, and the city, for $43,000 in lost revenues, can put three experienced officers back in patrol or investigations. . . . City Council Minutes March 22. 1999 Page 3 5.2. . City/School Liaison Proaram Uodate City Administrator Pat Klaers updated the council on the proposal discussed by the school/city liaison committee. He noted that no formal action has been taken on this proposal. but the concept has been accepted by consensus of the school board. The City Administrator explained that the proposal is based on a percentage of dollars available through the crime levy and on a percentage of the secondary students in Elk River. These percentages equate to an allocation of approximately $43,000 for next year. Pat indicated that Dr. Flannery requested a re-evaluation of the funding level take place if anything changes by 20 percent or more in any year. He noted that it is the goal of both the school and the city to establish a five year agreement. Discussion was held regarding how the shortage in city revenues would be funded. Councilmember Farber returned to the table at this time. Councilmember Motin indicated his concern with Dr. Flannery's request for the re- evaluation of the funding level if anything changed by 20 percent or more. Paul noted that at the committee meetings,discussion had already taken place regarding a proposed increase in the crime levy and it was his understanding from the school board members in attendance that this increased revenue would then be passed on to the city according to the established formula. Paul indicated that with a 20 percent clause, any time the funding level changed by $.50 or more, then a re-evaluation would be required. Paul stated that he may find it acceptable for some type of re-evaluation clause, but only after the crime levy had reached the $2.00 per capita rate. . It was the consensus of the City Council to not take action on the agreement with the school district at this time and to indicate its concerns with a "20 percent clause." The City Council noted that if the crime levy funds dedicated toward the liaison program, as based on the percent of students in Elk River, were to go above the actual cost for the services, then those funds should be returned. Dl~AFT; ~ .- .- .~ ":" Letter of Understanding between the City of Elk River and the Elk River AreB School District For the five year period beginning January 1, 2000 and ending December 31, 2004, the Elk River Police Department will provide two full-time liaison officers for service in the Elk River secondary schools. These schools include Salk, VandenBerg, Ivan Sand and the High School. In return for this service, the School District agrees to commit annually a percentage of the existing crime levy, currently $ 1.50 per capita. that equals the percentage of the secondary students attending school in Elk River. Using this formula for the year 2000, the School District commitment is $43,000. . If the crime levy is increased beyond $2.00 per capita or if the secondary enrollment in Elk River changes by more than 20%, both parties agree to sit down to renegotiate the particulars of this understanding.
