MEMORANDUM
River
TO:
MAYOR AND CITY COUNCIL
FROM:
STEPHEN ROHLF BUILDING &
ZONING ADMINISTRATOR
DATE: JUNE 14, 1999 5~
SUBJECT: HIRING A SEASONALffEMPORARY
BUILDING INSPECTOR & CODE
ENFORCEMENT INTERN
Seasonal/Temporary Buildin!! Inspector
Staff has recently interviewed two additional candidates for the seasonal/temporary
building inspector position. Staff is recommending that the city hire Margaret
Johnson for $20.00/hour (the position does not include any benefits) through
November or December of 1999, depending on when construction activities slow
down. Staff has personal knowledge of Ms. Johnson and feels she will fit in well with
others in the Department and get along with the public.
.
Ms. Johnson is currently a building inspector for Sherburne County and has worked there
since 1993. She has her Building Official Limited Certification from the State of
Minnesota and is finishing up classes in Building Inspection Technology at North
Hennepin Community College to qualify for certification as a Building Official. In
addition, she is certified by the Minnesota Pollution Control Agency to inspect individual
sewage treatment systems.
Ms. Johnson indicated that her reason for leaving a full time position with Sherburne
County is a desire for her and her husband to travel south in the winter. Having the
additional help during the busy construction season and not having to pay a salary in the
winter when inspections slow down is a good situation for the city.
The city is very fortunate to find someone with Ms. Johnson's qualifications to fill this
position. With the Council's permission Ms. Johnson's starting date will be June 21,
1999.

.
Code Enforcement Intern
The city has received only one application for the position of Code Enforcement Intern.
It is lucky that the one person who applied is qualified for the position. Staff is
recommending the city hire Eric Chesimet for this position at $10.00/hour (no
benefits).
Mr. Chesimet has a BA Degree in Political Science/Criminal Justice from the University
of South Dakota and is currently working on a Masters Degree in Public Administration
at Hamline University. In a previous position, Mr. Chesimet was a Claims Examiner for
the Dayton Hudson Corporation. Experience he gain in this position can be applied to the
position of Code Enforcement Intern.
Mr. Chesimet appears to have a good personality. Staff feels he will get along with the
public well and we look forward to working with him.
UPDATE
.
When Mr. Chesimet gave his current employer notice, they made him a counter
offer that he could not economically refuse. He will not be coming to the city to
work. Staffwill continue to try to fill this position.
