SUBJECT: Attendance at National Fire Academy
Firefighter training is available for fire service executives not only within the
state of Minnesota's sectional and state fire schools, but also at the National
Fire Academy in Emmitsburg, Maryland. In past years, the Elk River fire
department has sent numerous personnel to the National Fire Academy to
attend firefighter and executive development training.

The opportunity to attend the National Fire Academy continues to be
outstanding training for fire department's throughout the United States. The
cost is, and continues to be, one of the best values for fire departments. The
National Fire Academy reimburses the cost of the airfare for the students
who are attending training at the academy. The room, tuition, and books are
also paid for by our federal government and the National Fire Academy. The
only cost to the city and the fire department for my attendance at the
National Fire Academy is for the meals, in an amount of$180.00.

I will be attending a training session titled, "Executive Analysis of Fire
Service Operations in Emergency Management" FROM August 23 to
September 3, 1999. This course is designed to prepare senior staff officers in
the administrative functions necessary to effectively manage the operational
components of a fire and rescue department. Some of the areas that will be
covered in the course are: risk assessment, incident documentation,
media/political considerations, legal mandates, integrated emergency
management system, and advanced procedures in incident command and
capability assessment. Along with the coursework to be presented at the
National Fire Academy, there will be a series of senior staff level issues that
will require executive analysis and action. The actions implemented will be
applied to a mock community in order to evaluate the effectiveness of the
decisions, thus testing the mock community's fire and rescue departments'
overall operational readiness. Exercises will take place during the course
with the Emergency Management Institute that require the student to apply
what they have learned to a complex set of events that impact your mock
community.

The city of Elk River's emergency management has been able to make huge
strides with the support of the Mayor, City Council, and City Administrator
Pat Klaers. I feel this course, "Executive Analysis of Fire Service Operations
in Emergency Management," will provide me an excellent learning
experience with the opportunity to network with other fire service executives
who are also assigned duties in emergency management. If you have any
