I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 5/10/17 Agenda
Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to
approve the May 10,2017, Parks and Recreation Commission meeting agenda.
Motion carried 6-0.
3.1 Consider 4/12/17 Regular PRC Minutes
Moved by Commissioner Ahlness and seconded by Commissioner Sagan to
approve the following April 12,2017, Parks and Recreation Commission Minutes.
Motion carried 6-0.

6. Discussion Items
6.1 Deer Management Plan
Mr. Sevcik presented his staff report.
Mr. Sevcik shared that due to the size of some of the hunting areas that two hunters could
work together in hunting in the same area in future.
Commission discussed adding more hunting zones in Woodland Trails Regional Park.

6.2 Woodland Trails Regional Park Acquisition
Mr. Hecker presented his staff report.
Commissioner Niziolek asked about community center building,being in the center of
Elk River it has potential with a lot of commercial and homes there in 20-25 years.
Adding that it could be a potential site to enhance the park with playground, trail head,
community center.
Commission members discussed ideas of what to use the area for if purchased. Athletic
fields, skate park, trail head,playground, sledding hill, gathering area.
Chair Anderson stated this is an opportunity to look into explore.
7. Parks and Recreation Director Update
Mr. Hecker presented his staff report. Option 1B got the most attention due to softball
being moved to Lion John Weicht Park. City and School District are in discussions
regarding the concept.
Chair Anderson stated that there has been an agreement with the Lions Club to not have
organized sports at Lion John Weicht Park, and asked if they are onboard.
Mr. Hecker said the city and school district have been discussing.
8.1 Recreation Manager's Update
Mr. Benoit presented his staff report.
8.2 Parks Superintendent's Update
Mr. Sevcik presented his staff report.
9. Announcements
Commissioner Niziolek had a group of Elk River volunteers to do deer enclosures in
Kliever Lake Park along with planting trees.
10. Adjourn to Work session

I I. Work session
I 1.1 Trails Master Plan
The work session meeting of the Elk River Parks and Recreation Commission was called
to order at 8:07 p.m. by Chair Anderson.
Mr. Sevcik led discussion regarding the Trails Master Plan.
Trail on south side of 33 to make a safer connection to other county roads. NE section.
Keep County Road (CR) trail on 33, trail on west side of CR13 to Twin Lakes Elementary.
Consider both sides of CR13 from CR33(Viking Blvd) to Twin Lakes Elementary. Put trail
on North side of CR33 going east to get to Twin Lakes Park.
Tyler Street, find out where the right of way is and what the terrain is like for trails.
197th trail on the south side,with existing trail and to tie in Highlands Park.
Trott Brook/Twin Lakes corridor
• CR13 on south side from the Twin Lakes Elementary
• CR12 trail on south side this road is part of the MRT. Look at doing both sides,
connectivity for both sides.
• Link Birch Meadow Park with a boardwalk
• CR40 on the west side
• Commissioner Niziolek proposes to put trail on north side of pond near Trott
Brook
• Baldwin Park and Barrington Park, neighborhoods need a trail/sidewalk from Line
Ave. to frontage road.
• Highway 169 overpass trail eastward goes on 189th, 190th to Tyler St. Discuss in
detail later.
• Trail in Kliever Lake Fields and attach through power line corridor to Hillside and
punch out to the west to townhome neighborhood.
Kliever Lake/YAC/MRT
• Trail along Highway 10 continuation from Ramsey trail.
• Cross Highway 169 at 165th and trail to YAC and do a trail along the Railroad
north to Northstar station
• Consider noting a trail on the bluff side of river. Show alternate along Highway 10.
Downtown/Lion John Weicht Park/Bailey Point Nature Preserve
• Trail/sidewalk along Lions Park Drive

• Connect Rivers Edge Commons Park to Bailey Point and east to Kelly Farm along
south/west side of Highway 10 using the bluff land
• Trail along Highway 10, city engineer is working with state to get trail. From
Proctor Ave. to Lowell Ave.
School Complex
• Proctor road from Salk on east side and get a controlled intersection to cross to the
west side.
Woodland Trails Regional Park/Meadowvale/CR32/33
• Trail on east side of proctor
• Use a tunnel to cross on CR33
• Do a trail from CR1 and Proctor on west side. Going north and keeping it on same
side to Woodlands Trails Regional Park and do east side of CR1 to park entrance.
• Trail from Proctor going west into Woodland Trails Regional Park.
• Trail on south side of CR32 and need a safe interchange.
Orono/Hwy I 0/and CR30
• South side of Highwayl0 trail, Gary St. to Proctor and trail into Orono from
Highway 10
• North side of CR 30 from Orono to Denver St.
CR 30 and pinewood
• North side of CR 30
