Municipal Utilities UTILITIES COMMISSION MEETING TO: FROM: ERMU Commission Theresa Slominski—Finance & Office Manager MEETING DATE: AGENDA ITEM NUMBER: June 13, 2017 6.1b SUBJECT: Staff Update ACTION REQUESTED: None DISCUSSION: • We have been utilizing Revenue Recapture (RR) for approximately six years now, and this has been a valuable tool for collecting outstanding debt from current and past customers—in total collecting approximately $160,000. The Statute of Limitations for pursuing debt through this resource is six years. Therefore, starting with our third quarter write-offs, we will be including debt that has been at RR and remained uncollected since September of 2011. As we present and discuss quarterly write-offs in the future there will be an increase as we remove these items, so I wanted to provide some advance notice for this change. • Staff Accountants went to the APPA Spring Academy for Finance in Minneapolis May 15-19, 2017 and attended the sessions on Accounting, Advanced Accounting, and Asset Management. These classes helped explain the GAAP (Generally Accepted Accounting Principles) and GASB (Government Accounting Standards Board) overlay, as well as FERC (Federal Energy Regulatory Commission) requirements for accounting that are applicable to our municipal utility. • I attended my second session of MMUA Leadership training in Plymouth, MN and am extremely grateful for the opportunity to participate in such a great leadership program. There are 25 of us taking part from all walks of life and varying management capacities throughout Minnesota. These trainings involve reading several books over the course of two years and meeting quarterly in Minnesota to discuss and learn. This session was on crucial conversations and the prior session was on team building. • We had our second round of disconnects on Tuesday, June 6, 2017 and turned off 62 customers.
