Background/Discussion The City of Elk River is regulated as a municipal separate storm sewer system (MS4) under the National Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency (MPCA). This permit was reissued in 2013 and will expire in 2018 as it runs on a five year cycle. The permit prescribes goals in the following categories: Public Education and Outreach; Public Participation and Involvement;Illicit Discharge Detection and Elimination; Construction Site Runoff Control; and Pollution Prevention and Good Housekeeping. The city is required to hold an annual public hearing to receive feedback on the stormwater program. The following goals were met by the city in 2016: ■ Staff has continued to make progress planning for future projects related to nutrient reduction goals for Lake Orono. ■ Continue to investigate potential sources of illicit discharges. ■ Attend regular meetings with the Lake Orono Improvement Association. ■ Cleaned out two city stormwater basins that had exceeded treatment capacity. In 2017,water quality samplings will continue for the Lake Orono sub-watersheds in an effort to identify future projects for the required nutrient reduction goal,which will likely be a requirement starting in 2018. Public Outreach will expand in order to provide education on varies water quality topics. Staff will continue to identify public and private partnerships to achieve collaborative goals. Lastly, staff is working on a feasibility study which may create a wetland bank that could meet goals across three city departments.
