Open Forum No one appeared for Open Forum. 6.1 Introduction of New Employees Ms. Wipper introduced Karen Keast, the city's new human resources technician. Ms. Keast discussed her previous work experience. Mr. Ruprecht introduced Melanie Crayford, the new office assistant for Fire and Building and Safety. Ms. Crayford discussed her previous work experience Mr. Sagstetter introduced Jonas Scholz, the environmental engineering intern visiting from Germany through a partnership with the Climate Smart Municipalities program. Mr. Scholz stated he was enjoying the variety of work responsibilities and his free time in Minnesota. The Council welcomed the new employees. 7.1. Preliminary Plat, Final Plat, and Developer's Agreement, Miske Meadows Third Addition, Paxmar LLC - Public Hearing Mr. Carlton presented the staff report. Mayor Dietz opened the public hearing. There being no one present to speak to this matter, Mayor Dietz closed the public hearing. Councilmember Wagner noted the developer addressed the concerns regarding the sidewalk and pedestrian ramps on both sides of Johnson Street and Ivanhoe Drive by striping and signing them. She had concerns about the responsibility to convey to potential homeowners how the stormwater easements are designed to fill and drain during heavy rain events. She hoped the developer will effectively communicate this to potential homeowners. Mayor Dietz asked how many lots were affected by the stormwater easement. Mr. Carlton stated 6 lots on the east side and 7 on the west side were located adjacent to the city -owned outlot, the area which will fill and empty during rain events. Mr. Carlton stated this information can be explained during the building permit process, but the purchasers of the property will receive a copy of the plat and survey, which will indicate their lot lines. Councilmember Westgaard asked about the southernmost portion of this plat and future connections for the developable lots, near Ivanhoe and 188' Street. He also asked about Lots 297 and 299 located on existing power and utility easements and if they were buildable. P O W E R E D 0 Y 4MUR Ci", Council Minutes June 5, 2017 Page 5 Mr. Carlton indicated this plat is still preliminary and when the developer comes to receive the final plat approval and building permits, the city would look at those future development connections. He stated Lots 297 and 299 are buildable and will require some additional grade changes. Moved by Councilmember Westgaard and seconded by Councilmember Olsen to approve the proposed update to the Preliminary Plat for Miske Meadows, with the following conditions: 1. Updated engineering and utility plans must be approved by city staff. 2. An updated Planned Unit Development agreement for Miske Meadows must be approved by the City Council. 3. The sidewalk along the south side of wetland #2 must include pedestrian ramps on both sides of Johnson Street and Ivanhoe Drive. The mid -block pedestrian crossings also need to be striped and signed according to established standards. 4. Rear yard drainage easements for all parcels abutting the new stormwater basin must encompass the 928 contour line. 5. All mailboxes shall be clustered. Motion carried 5-0. Moved by Councilmember Wagner and seconded by Councilmember Olsen to adopt Resolution 17-27 granting final plat approval for Miske Meadows Third Addition, with the following conditions: 1. A Development Agreement must be signed by the city and developer prior to releasing the final plat for recording. 2. Staff approval of updated Final Plat document 3. Park Dedication shall be paid at 90.64% of the current rate, based on credit for land dedication in the preliminary plat. (currently $1,425.93/unit). 4. Surface Water Management Impact Fee be paid in the amount required by the city when the Final Plat is released for recording (currently $233/lot). 5. Water Availability Charge shall be paid in the amount required by the city when the Final Plat is released for recording (currently $345/ plumbing unit). 6. A Letter of Credit shall be provided to the city in the amount of 100% of the costs of the public improvements. 7. Upon completion of all improvements and acceptance by the city, a security or warranty in a form acceptable to the city engineer must be secured. 8. Development Plan shall be approved by the city engineer prior to issuance of building permits. 9. Any item or condition found that indicates the site is likely to yield information important to pre -history or history shall be reported to the city immediately. Further, the city reserves the right to stop work P 0 W I R 1 0 0 i NATUREI City Council Minutes June 5, 2017 Page 6 authorized in its approval until the site is appropriately investigated and work is authorized. Motion carried 5-0. Moved by Councilmember Westgaard and seconded by Councilmember Ovall to approve the Development Agreement for Miske Meadows Third Addition as outlined in the staff report. Motion carried 5-0. 8.1. Recycle Coach Demonstration Ms. Bednar presented the staff report. Mayor Dietz asked how the city is promoting the Recycle Coach widget. Ms. Bednar indicated the city's website had a link to information and in the future would be more heavily promoted after the city's website redesign. 8.2. Energy City Commission 10 Year Action Plan Ms. Bednar presented the staff report. Moved by Councilmember Wagner and seconded by Councilmember Olsen to approve the Energy City Commission's 10 -Year Action Plan updates as outlined in the staff report. Motion carried 5-0. 8.3. Ordinance Amendment: Energy City Commission Ms. Bednar presented the staff report. Councilmember Westgaard asked why the landfill representative was being removed, noting the importance of keeping Waste Management engaged with the city and utilizing their waste -to -energy demonstration sites and diesel generators. Mr. Sagstetter stated Waste Management has a strong partnership with the city and was more than willing to participate in the commission but they don't have a full- time salaried position available to attend meetings. He stated the landfill is in agreement with removal of the member and in the future will submit an application for inclusion on the commission when they are staffed to participate. Moved by Councilmember Olsen and seconded by Councilmember Westgaard to adopt Ordinance Amendment 17-10 revising the City Code Chapter 2, Division 8, Energy City Commission as outlined in the staff report. P 0 W I R I D D Y 1`4M UREI City Council Minutes Page 7 June 5, 2017 Motion carried 5-0. 8.4. Barrington Park Playground Equipment Replacement Mr. Sevcik presented the staff report. Mayor Dietz asked what projects the parks department had been able to save money. Mr. Sevcik stated the recent bid amounts for the trails project and scoreboard came in lower than anticipated, resulting in savings that could be used to allow for the purchase of materials for additional improvements to the sand play area, impact surfacing, increased LED lighting, and an ADA accessible sidewalk. He stated parks staff also recently completed work at Rivers Edge Commons Park that allowed for additional cost savings. Mr. Sevcik stated the parks budget for 2017 will come in below budget. Moved by Councilmember Olsen and seconded by Councilmember Wagner to adopt Resolution 17-28 acknowledging the removal and donation of obsolete playground equipment as outlined in the staff report. Motion carried 5-0. Moved by Councilmember Olsen and seconded by Councilmember Westgaard to approve the purchase and installation of playground equipment for Barrington Park through Flagship Recreation in an amount not to exceed $75,802.58 with approval of an additional $96,000 to allow for the purchase of materials for additional site improvements to include the sand play area, impact surfacing, increased LED lighting, and an ADA accessible sidewalk as outlined in the staff report. Motion carried 5-0. 8.5. Deer Herd Management Plan Mr. Sevcik presented the staff report. Councilmember Westgaard reminded Council of the considerations needed to ensure a successful first deer hunt, such as area of park land, public perception, and hunter/resident interaction. He felt last year's hunt was controlled and successful. He felt this plan layout makes a lot of sense and because last year's hunt displayed excellent communication, this plan was a logical step towards decreasing the deer population. Councilmember Wagner asked if there was a goal set for last year's deer taking. P O W E R E D 0 Y AUR City Council Minutes June 5, 2017 Page 8 Mr. Sevcik indicated last year's hunt was more about having a successful hunt and they didn't have a harvest figure set because they weren't sure what to expect. He felt this year's harvest could possibly net around 10-15 deer. Moved by Councilmember Wagner and seconded by Councilmember Ovall to authorize conducting controlled archery deer hunts for 2017 within select park units as outlined in the staff report. Motion carried 5-0. 8.6. Discuss Work Session Items Mr. Portner presented the staff report. 8.7 Dave Anderson Athletic Complex Mayor Dietz stated he recently became aware of some sprinkler system and lighting repairs needed at the Dave Anderson Athletic Complex, which were being put on hold because staff indicated there was still the idea that a community center might be built at that location. Mayor Dietz wanted to verify with the rest of the Council if they were still considering a community center. Council consensus was not interested in building a community center. Mayor Dietz indicated the repairs should be made to maintain the property. Mr. Portner stated staff may have been holding off on making repairs because of the uncertainty of future plans and a future work session item will include this discussion. 9.1 Council Liaison Updates Updates were provided. Council recessed 7:57 p.m. to move into work session and reconvened at 8:02 p.m. 10.1 Comprehensive Annual Financial Report Audit (CAFR) Review Ms. Ziemer presented the staff report. She introduced Chris Knopik, Public Sector Principal, and Michelle Hoffman, Public Sector Manager, representing the firm CliftonLarsonAllen. Mr. Knopik and Ms. Hoffman provided a detailed analysis of the draft CAFR report and answered various questions from the Council. P O W E R E D 0 Y AUR City Council Minutes June 5, 2017 10.2 2018 Budget Discussion Ms. Ziemer presented the staff report. It was consensus of the Council to follow past practice by having department directors and/or division managers present their preliminary budget requests. 10.3 Woodland Trails Regional Park Potential Acquisition Mr. Hecker presented the staff report. Page 9 It was consensus of the Council to relay to Mr. Malmstrom that the city was not interested in acquiring any additional parkland for Woodland Trails Regional Park, noting the city does not have funding for acquisition. 10.4 Wayfinding Signage Bid Clarification Mr. Portner and Ms. Gardner presented the staff report. Council had discussion regarding funding sources, sign construction materials and timeline, and sign design. It was consensus of the Council for staff to return to lay out additional sign design options for the kiosks and tertiary signs, and clarify stone materials. 11. Adjournment of Regular Meeting Mayor Dietz explained the Council would be going into a closed meeting and he outlined the purpose of the meeting. There being no further business, Mayor Dietz adjourned the regular meeting of the Elk River City Council at 10:30 p.m. 12.
