I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 04/12/17 Agenda
III Moved by Commissioner Sagan and seconded by Commissioner Ahlness to
approve the April 12,2017, Parks and Recreation Commission meeting
agenda. Motion carried 6-0.
3.1 Consider 03/09/17 Regular PRC Minutes
Moved by Commissioner Kallemeyn and seconded by Commissioner
Niziolek to approve the following March 9,2017 Parks and Recreation
Commission Minutes. Motion carried 6-0.
4. Open Forum - None
5.1 Trott Brook Park Outdoor Ice Rink
Mr. Hecker presented his staff report.
Chair Anderson stated residents are doing what they want to do and the rink can
reopen later in the year.
Moved by Commissioner Niziolek and seconded by Commissioner Sagan to
recommend to accept staff recommendation to close the Trott Brook Park
IDOutdoor Ice Rink for the season of 2017-18. Motion carried 6-0.

5.2 Park Dedication for Administrative Subdivision — Elk River Screw Job

Mr. Benoit presented his staff report.
Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn
to recommend to City Council to accept staff recommendations that Park
Dedication be paid in the form of cash for 2.81 acres at the City Council
established rate when the subdivision is released for recording. The current
rate is 8% of the county assessed value which equates to $8,032 for this
application. Staff will determine the final amount when the plat is released for
recording. Motion carried 6-0.
6.1 Bailey Point Eagles Nest Platform Update
Bailey Point Nature Preserve Steward,Eric Toth shared a slide show of the
rebuilding of the Eagles nest platform.
7. Parks and Recreation Director Update
Mr. Hecker presented his staff report. Sharing that commission needs to come up •
with a list of ideas for athletic fields improvements adding that Hillside trail
construction will be $50,400 for a bid and will start in July.
Chair Anderson asked if people are call regarding volunteering at Pinewood.
Mr. Hecker stated there is a number on City website for volunteers to call. Staff
worked 32 hours on average at Pinewood in the past and will not this year with this
agreement.
8.1 Recreation Manager Report
Mr. Benoit presented a slide show regarding the Summer Recreation Programs.
8.2 Park Superintendent Report
Mr. Sevcik presented his staff report.Adding that bids for trail additions and repairs
were opened and we are looking at a lower cost than budgeted and will be awarded
this next Monday.

There being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:41p.m.
I 1. Work session
I 1.1 Orono Park Master Plan
The work session 7:52 meeting of the Elk River Parks and Recreation Commission
was called to order at 7 p.m. by Chair Anderson.
Mr. Hecker led discussion regarding Orono Park Master Plan with the largest cost
will be the cost of repaving the parking lots and trails.
Commission members discussed the following:
1. Talk to Mndot about prairie grass around pond
2. Trail access from the north
3. Kuss field being relocated
4. Trails around Kuss are taken out
5. Keep boat launch
• 6. Pickleball courts away from skate park,put it where volleyball is located on map
or put near The Y on the south end of building and use the Joint Powers
agreement for shared parking
7. Basketball court is out
8. Sand volleyball should go to north part of beach parking lot
9. Skate park stay north
10. Can the south parking lot be moved to the west side of the park near Gary St.
and move the splash pad north to where the relocated volleyball courts are in
plan
11. Look at larger size of splash pad
12. Minimize trails,keep one near lake
13. Screening of Highway 10,road and park
14. If athletic fields stay, need to replace irrigation system and update lighting to
LED
15. Dog park needs a small dog area and solar lights
