Action Requested
1. Approve,by motion, the quote for a park signage design change in the amount of$1,250.
2. Approve,by motion, the type of stone to be used in the bidding process.
3. Approve,by motion, expenditures of up to $200,000 per year from the GRE Fund for the next
three years for the wayfinding plan.
Background/Discussion
Council approved the Wayfinding Master Plan on May 16, 2016.
At the last discussion about wayfinding, Council requested design changes to certain park signage. Visual
provided a quote of$1,250.
Council has two choices on stone for the project:
1. Natural Stone Veneer that is cut and fits the specs of the Wayfinding Master Plan.
2. Natural Field Stone requiring modifications to the existing design and additional engineering
design standards to support the structure due to the size and weight of natural field stone.
Financial Impact
Council consensus is to us the GRE Fund for the Wayfinding Master Plan. Currently the fund has $1.6
million and receives $200,000 annually.
The bid request will include costs for 2, 4, and 6 years for the initial sign package.

Subject: Wayfinding Signage Bid Clarification Information
The City Council has discussed wayfinding for over four years which began when consistent
wayfinding signage was outlined in the 2013 Visioning Plan under the Beautification Goal.
During this time, a number of major signage projects were planned,budgeted, approved by
the Council, and postponed by staff until the final plan was complete. They include:
■ Directional signage to the Youth Athletic Complex
■ Entrance signs and informational kiosks for the following parks
• Hillside City Park
• Woodlands Trails Regional Park
• Dave Anderson Athletic Complex (currently has temporary signage)
• Bailey Point Nature Preserve (currently has temporary signage)
• William H. Houlton Conservation Area (currently has temporary signage)
■ Downtown signage as part of the Mississippi Connections Plan
■ Northstar Station directional signage
The Wayfinding Master Plan included four large entrance monuments,in which the Council
has expressed consensus to use the GRE Fund. The projected cost per monument was
planned in the CIP and budgeted at$80,000 each. The fund currently has more than enough
balance to fund the 2-year plan.
The GRE Fund receives annual revenue from Great River Energy based upon the tonnage
of garbage burned at the RDF plant. A part of the rationale for negotiating this "Host Fee"
was for city beautification projects to offset the effects of having a garbage burner in town.
The last RFP proposed a work project over two years because funds were available, the
projects were previously planned, and additional construction mobilization costs are lower.
During the design phase of the Master Plan, there was much discussion about the type of
rock used for the signage. Two options were used in the bidding process.

Option 1— Cultured Stone
This option required a field stone-style product. Cultured stone is man-made or
manufactured.
Option 2—Natural Field Stone
This option required modifications to the existing design requiring additional engineering
design standards to support the structure due to the size and weight of natural field stone.
This option also required the contractor to pick the stone from an Elk River location.
When the bids were opened, only 3 of the 5 companies bid on Option 2 (natural field stone).
Possible reasons this option may not have been bid by all bidders:
1. The stone was required to be picked from an Elk River pit and could not be cut.
2. Engineering standards required to support the structure
3. Some companies manufacture in an indoor, climate-controlled environment where
they ensure a consistent, square and level product prior to onsite installation. With
the natural field stone option they would need to build the signs onsite.
Graphic House Inc.
Graphic was the low bidder under Option #1 (cultured stone). Their product was not a
cultured stone product but rather a real field stone with a veneer that is cut.

Counselor Beck recommends refusing the current bids and updating the proposal. Staff
would like Council's consensus on the following:
1. Timeline of the plan, such as 3-5 years.
2. Breakdown of signs to complete in each year.
3. Natural field stone (can't be cut or broken?) or natural field stone veneer
4. Direction on the current bids.
It should be noted the time length and amount of sign projects selected will affect bid prices.
Fewer signs and a longer timeline will cost more money in the long term.
