Provide direction regarding the administrative subdivision approval process
Background/Discussion
Elk River ordinances currently require all administrative subdivisions by simple plats be reviewed by City
Council during a public hearing process. Due to requirements from Sherburne County limiting instances
where properties can be administratively combined or adjusted (property lines), the city is experiencing an
increase in the number of simple plats.
In order to streamline the simple plat process for residents and businesses, staff is seeking to remove the
public hearing component,when possible, and move the approval to a consent item. This would be
similar to the process used for final plats,which are approved with a Council resolution. This change may
not affect plats which increase the number of lots,but when a simple plat is used to adjust property lines
or combine lots, the change would save time and money.
With direction from the Council, staff will work with the city attorney to research an ordinance
amendment and bring forward changes when ready.
