PRSR 07-12-2017 iik #>14* Meeting of the Elk River Parks and Recreation Commission River Held at the Elk River City Hall Wednesday, June 14, 2017 Members Present: Chair Anderson, Commission members Ahlness, Holmgren,Niziolek, Kallemeyn, Soltvedt, and Sagan Council Liaison: Mr. Olsen Staff Present: Parks and Recreation Director,Michael Hecker, Recreation Manager Steve Benoit,Parks Superintendent Tim Sevcik,and Recreation Coordinator, Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 6/14/17 Agenda Mr. Hecker asked to remove Item 7.1 Oak Knoll Athletic Field Lighting Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn to approve the June 14, 2017, Parks and Recreation Commission meeting agenda with staff requested changes. Motion carried 6-0. 3.1 Consider 05/10/17 Regular PRC Minutes Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to approve the following May 10,2017, Parks and Recreation Commission Minutes. Motion carried 6-0. 4. Open Forum 5. Presentation Lake Orono Management Plan Presentation by Lake Orono Water Quality Committee 6.1 Major Park Use— Orono Park— Blue Ribbon Family Event Mr. Benoit presented his staff report. Mrs. Gardner, Elk River resident shared the Blue Ribbon Family Event. Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to accept staff's recommendation to approve the Major Park Use of Orono Park. Parks&Recreation Commission Minutes Page 2 June 14,2017 Motion carried 7-0. 7.1 Oak Knoll Athletic Field Lighting-removed from agenda 8. Parks and Recreation Director Update Mr. Hecker presented his staff report. Sharing a slide show of field trip on May 24. 9.1 Recreation Manager's Update Mr. Benoit presented his staff report. Highlighting the Farmers Market and adding that staff has been working with HKGi to design dugouts. Two were overpriced and staff met with associations to meet about funding the gap. Associations wanted to get sponsorships for dugouts. City is working with Decklan Group to manage all sponsorships within the city and that includes the dugouts.Youth Associations are frustrated that the sponsorships they secure may not be designated by the sponsor or group securing the funds but that the council decides. 9.2 Parks Superintendent's Update Mr. Sevcik presented his staff report.Added that TC Biathalon club painted the building in May and is looking great. PIF projects scoreboard installed later June 23. Resurfacing of Trott Brook tennis courts is pushed back to July. Barrington Park playground was approved. I 0. Announcements Chair Anderson shared the Baily Point Nature Preserve eagles nest has to eaglets and was not damaged in the last storm. I 1. Adjourn to Work session There being no further business, Chair Anderson adjourned the meeting of the Elk River Parks and Recreation Commission at 7:55 p.m. 12. Work session 12.1 Orono Park Master Plan Review The work session meeting of the Elk River Parks and Recreation Commission was called to order at 8:02 p.m. by Chair Anderson. Mr. Hecker led discussion regarding the Orono Park Master Plan. FOIVERE1 IT NATURE Parks&Recreation Commission Minutes Page 3 June 14,2017 Chair Anderson asked to have adequate parking for the athletic complexes laid out on plan and suggested to light the ball court. Commissioner Niziolek suggested putting solar panels on top of shelter along with asking Mndot to draw out easements for building in future. 12.2 Tour Dave Anderson and Youth Athletic Complexes Commission members toured complexes. 12.
