SUBJECT: Orono Park&Dave Anderson Athletic Complex Draft Master Plan DATE: 9 June 2017 Michael, Attached is the draft concept for the Orono Park&Dave Anderson Athletic Complex Master Plan, for discussion by the Elk River Parks and Recreation Commission. This plan will be updated based on Parks and Recreation Commission feedback to create the final master plan. Thank you, Kevin Clarke Hoisington Koegler Group Inc. The plan elements are described below: Trails Trail loops are one of the most consistently desired features in parks. This plan incorporates multiple options. • Within the park, a trail loop starting at the south end of the parking lot, following Gary Road, going around the open recreation lawn, following the lake past the pavilion, splash pad, and volleyball courts is approximately half of a mile with only one road crossing. Crossing the boat launch and looping along the Highway 10 trail to Gary Street adds another quarter of a mile. • Smaller loops are also possible throughout the park • A trail loop utilizing park trails, Highway 10 trail, Joplin St. and Orono Parkway is approximately 1.75 miles. • A trail connection along a future road through the fairgrounds would create a 1 mile loop 123 North Third Street,Suite 100 Minneapolis,Minnesota 55401 (612)338-0800 Fax(612)338-6838 MEMORANDUM Hoisington Koegler Group Inc. ©® Skate Park Approximately 11,000 SF has been allocated to the skate park,which should accommodate the desired program. It is accessible by trail and has parking available. Boat Launch Given the deteriorating condition of the parking lots,the boat launch has been reconfigured to reduce the amount of paving and provide a"drive through"trailer parking arrangement. 14 spaces are provided for vehicles with trailers. Overflow parking is available along the access drive. Areas are also provided to incorporate loading/unloading and DNR Aquatic Invasive Species (AIS) stations. Open Recreation Lawn Kuss Field is anticipated to be relocated elsewhere in the Elk River park system. This opens up the area for an informal recreation lawn. The area could be used by picnickers or programmed for youth field sports(lacrosse, soccer). Reconfigured Parking The existing, deteriorating parking lot is reconfigured and relocated further away from the water. One lot serves more of the active playground/splashpad/pavilion program,while the other serves the picnic shelter, sand volleyball, and the north part of the beach. Parking for pickleball can be accommodated first along the road, and possibly at the YMCA through a shared parking agreement. Splash Pad The splash pad as shown is approximately 4,000 SF. For context,this is similar in size to the splash pad at Champlin's Andrews Park. Park Pavillion&Large Group Picnic Facilities The structure would incorporate restrooms/changing areas, concessions, and potentially a rental area for small non-motorized boats and stand up paddle boards. Various options exist for this type of rental program, from having a person who manages rentals,to the kiosk style rental facilities being used in many regional, county, and city parks. Stormwater Features Stormwater retention, infiltration, and treatment features are included throughout the park. These areas help treat stormwater runoff from impervious surfaces before reaching Orono Lake. They also help collect water that might otherwise pool in undesired locations. Dog Park The dog park area shows 3 improvements: • A small dog only area • An expansion of the existing park to approximately 1 acre • 2 step entry sequence for unleashing dogs DAAC Fields The fields are designed to expand from 285-290' to 300' where possible. Constraints include property lines and existing field lights and scoreboards. The plan as shown goes around these features. The fence would be higher to compensate for a shorter dimension. Are the lights at DAAC anticipated to stay? Is there any desire to upgrade to better lights? It may make sense to re-use the existing poles. If new poles are going to be used,the fields can expand more. If the existing poles/locations are going to be used,the fence can taper around them in the right and left field corners. The scoreboards are located similarly.
