Box 490 Elk River, Minnesota 55330-0490 RE: STATUS OF CURRENT PROJECTS Dear Mr. Klaers: As you requested, this letter is intended to give you the current status of projects we are working on. They are as follows: 1. East Elk River Utility Improvements SR Weidema, Inc. is the Contractor for this project. The project has been underway for about two months. The Contractor has worked primarily in the area of Elk River Crossing and Vandenberg Industrial Site. The lift station is approximately half built. The deep sewer is approaching the northerly Brown property line. The second crew is working on watermain currently in the CSAH 13 area. All of the easements for the sewer and water have been acquired. Evergreen Land Services is still working on right-of-way acquisition from three properties north of County Road 12. Construction on this project is anticipated to go late into the fall of 1999 and then continue into the summer of 2000 prior to completion. The Contractor is obligated to have sewer and water available by this fall for Elk River Crossing, Trott Brook Farms, and the Vandenberg Industrial Development. 2. East Elk River Street and Storm Sewer Project. Plans and specifications are 85% complete. At this point in time, we are waiting for the right-of-way acquisition to be completed. Plans cannot be submitted and approved by Mn/DOT until land acquisition has been completed and all of the right-of-way necessary for the project is in control of the City. We anticipate that those acquisition issues will be complete sometime late this summer. Plans will be submitted and reviewed by Mn/DOT in that time frame. We would hope to have the project bid by early fall and under construction this year. The contractor on this project could proceed on much of the storm sewer and dirt work this fall. CSAH 12 Reconstruction This project is an undertaking by Sherburne County to upgrade CSAH 12 from CSAH 13 to the east City limits. As you are aware, we prepared the plans and specifications for this project. These plans and specifications were complete some time ago. Right now the County is actively pursuing land acquisition necessary to upgrade the road. This project also has federal dollars involved in it. The federal paperwork was just recently approved by MnDOT. Given that some of the land acquisition issues will undoubtedly require condemnation proceedings, I believe that the project will not be let until late fall with the majority of the construction taking place in calendar year 2000. It is important to note that as this project proceeds along with our Tyler Street project, it will be important to coordinate the two projects in an attempt to minimize disruptions and detours for the eastern part of the City of Elk River. 4. Trunk Highway 169 Pedestrian Bridge This project again is federally funded. The plans and specifications have recently been approved by MnDOT and an August 3, 1999, bid date has been set. Because of the federal dollars involved in the project, MnDOT will be responsible for bidding the project and awarding the contract. Bids will be opened at City Hall, the City Council will be asked to pass a resolution, recommending to MnDOT, award of the contract to the lowest responsible bidder. We anticipated it will take MnDOT approximately 30 days to do the necessary contract paperwork to award this project. Therefore, the project will begin construction sometime in early September and be built through the October - November timeframe. 5. School Street Improvement This project consists of the widening of School Street to four lanes from just east of Jackson Avenue to Proctor Avenue. It also includes construction of a six-foot wide concrete sidewalk along the entire south side of School Street. The project was started the week of June 14. Thus far the contractor has subcut for widening and is currently moving hydrants and catchbasins. It is a relatively small project and should be easily completed before the fall school session begins. 6. Trunk Highway 10/171st Avenue Signalization Improvement This project is under construction. Currently, the Contractor has placed the bases and the wiring for the new signal system. The minor geometric improvements are being constructed. These include closing one of the driveways at Houle Oil Company and constructing a concrete median on 171 st Avenue. Anticipated completion date for the signal is the first part of July. EVP/LED Signal Improvements This project consisted of installing emergency vehicle preemption equipment at all of the signals in the City. At the same time, the bulbs on all of the signals were replaced with LED bulbs, which burn brighter and much longer, making them far more energy efficient. All of the work under contract on this project has been completed. The project has not been finalled out at this time. The emergency vehicle preemption systems need to be turned on by MnDOT. This has not happened at this time. We anticipate that these will be operational within the next several weeks. At that time the project can be finalled. This project was done under a cooperative agreement with MnDOT. They are funding approximately half of the project cost. Once the project is tinalled with the Contractor; paperwork can be completed to receive the MnDOT reimbursement. 8. 175th Street Improvements It is anticipated this project will receive some federal funding in FY 2002. We are proceeding with plans and preparing right-of-way documents so the City can start the land acquisition. It is very likely that if the City is ready to proceed with this project, it can be moved up in the funding cycle to next summer. 9. Dodge Avenue After the east Elk River improvement is complete, the only road in this general area that will have not been upgraded to a concrete curb and gutter urban section, will be the south end of Dodge Avenue. The northern end of Dodge Avenue was upgraded several years ago. This project is currently being preliminarily designed, anticipating that the major landowner along the stretch of roadway will submit a petition to undertake this project in the year 2000. 10. CSAH No. 1 I County Road 77 Signalization I have recently discussed this issue with Rhonda Lewis, Assistant County Engineer. She informed me their consultant had completed the traffic counts and would have an updated warrant study for this intersection within a week. Mr. Pat Klaers June 23, 1999 Page Four 11. County Road 33/ County Road 77 This is the project through the mining area of the City of Elk River. The City has helped to facilitate meetings between the County, City, and the two gravel mine operators. The last indication we had was that Tiller Corporation, one of the gravel mining operators, would be getting back to the county sometime during the summer of 1999, to inform them of their plans for restoration of the gravel mine. This will put the ball in motion for planning and constructing of the new roadbeds and new road alignment. City staff will continue to monitor this situation and help to facilitate the meetings. We believe, because it is two county roads, that the cost of the improvements should be born by the county and the benefiting property owners, being the two mining operators. 12. Business Center Drive / Waco Street This would be the Western Area Phase 4 improvement through the Stewart Wilson property. MnDOT has programmed cooperative agreement money, for fiscal year 2000, to help fund the frontage road and the signalization of Waco Street and TH1 O. Recently, city staff has met with Stewart Wilson to discuss the road alignment through his property. This improvement would consist of extending Business Center Drive to Waco; realigning Waco Street to east of the small wetland, so that it will allow stacking distance on the north side of Trunk Highway 10; signalizing the new intersection of Waco and Trunk Highway 10; and closing the median cross over and access at the Government Center. This project could be put on a fast track and constructed in the year 2000, but more realistically, given the MnDOT plan approval and agreements that need to be worked out, it will be a 2001 project. 13. County Road 33 / Trunk Highway 169 Signalization Some 18 months ago, the City Council asked the county to look at the warrants for signal at the intersection of County Road 33 and Trunk Highway 169. The concern here is the large number of gravel mining trucks that need to access the highway at this intersection, and the potential they cause for accidents. The county turned to MnDOT to have them perform the warrant study. I have recently talked to Gary Dirlam, District 3 Traffic Engineer, to inquire on the status of this. He recalled the counts being done, but did not recall what the outcome of those counts were. I have asked him to pull his file and get back to me with the current status. This is something I also hope to have by Monday evening's meeting. 14. Miscellaneous Trails We are currently working on two trail projects. One, being along the north side of Trunk Highway 10 from Upland Avenue to the main entrance of the Cretex plant. This is the portion of frontage road that was removed last year with the Upland Avenue intersection improvement. The other trail project that we are working on is paving of the railroad trail. Trott Brook Farms This is the approximately 630-unit residential development located on the Schultz property north of County Road 12. We are currently reviewing the final construction plans for the first phase of that improvement. The first phase includes the four plats recently approved by the City Council. We anticipate that the Developer will be submitting final utility and street plans and specifications within the next month. The Developer has indicated he will be proceeding with the final platting of the first phase in June. 16. Elk River Crossing This is the commercial development on the Earl Hohlen property. Recently, the City Council gave preliminary plat approval to this project. The City is in the process of acquiring two private pieces of property to facilitate this project. Until these acquisitions are complete, we do not anticipate the project to proceed onto final plat. It is anticipated that the Developers will start the mass grading of this project sometime in the late summer or early fall of 1999, followed immediately by utility and street construction and the initiation of the building for the first major tenant in the development. 17. Vandenberg Industrial Development This is the development of the 40-acre industrial site just south of Elk River Crossing. This project received preliminary plat approval some time ago. We have been meeting with the Developer to coordinate the timing of the final plat, internal improvements, and the start of the first building. From our latest meeting, it appears that a building could be started in the early summer of 2000, anticipating that the building would be ready for occupancy by winter as well as the public improvements and streets necessary to service the building. 18. Lafayette Woods Third Addition This project is the three small cul-de-sacs in the Lafayette Woods Development. The Developer put in the sewer and water earlier this spring. It is now waiting for street construction. We recently approved the final development plan on this project and started to issue building permits. 19. Cherrywood Hills Second Addition This is the development that is just southeast of Lafayette Woods. The Developer has initiated construction on the second addition, which will complete that project. The Contractor is currently completing the streets. We anticipate that it will be a few weeks before the project is complete and ready for building permits. Hillside Estates Ninth Addition This portion of the project is located in the southeast corner of the Hillside Estates Area. The Developer has received preliminary plat approval and we anticipate he will proceed to construction on a portion of the area, trying to get buildable lots in the 1999 construction season.
