Fax: (612) 441-7425 .. rei ---\) ( )j !Ii< MEMORANDUM TO: Mayor and City Council FROM: Terry Maurer, City Engineer DATE: July 12, 1999 This morning, the construction bids were opened for the following projects: 1999 Seal Coating, Railroad Trail Paving, and the Industrial Park Sidewalk. The first bid opened was for the seal coating, having a total of 4 bidders. The following is a list of the bidders' names and the bid amounts: . SUBJECT: Construction Bids 1. 2. 3. 4. Pearson Bros., Inc. Caldwell Asphalt Co., Inc. Allied Blacktop Co. Astech Corp. $30,860.00 35,226.60 37,760.00 53,728.80 Pearson Bros., Inc. has previously successfully completed seal coating in the city of Elk River. Therefore, we would recommend awarding the contract to Pearson Bros., Inc. for the 1999 Seal Coat Improvement in the amount of $30,860.00. The second bid opened was for the paving of the Railroad Trail. This project consists of paving a 12 foot wide bituminous trail from the south end of the railroad grade to County Road 33. There were a total of 6 bidders on this project. The following is a list of the bidders' names and the bid amounts: 1. 2. 3. 4. 5. 6. North Valley, Inc. Hardrives, Inc. Bauerly Brothers, Inc. DMJ Corp. W.B. Miller, Inc. Northwest Asphalt, Inc. $ 85,531.00 - 97,510.00 106,895.00 111,339.75 117,448.75 117,717.50 It is my understanding that the city budget for this project is $98,000. This is made up of a $49,000 grant and a $49,000 city contribution. North Valley, Inc. has previously successfully completed paving in the city of Elk River. They were previously known as Valley Paving and just recently split into the north and south operations. It is essentially run by the same personnel that ran Valley Paving. . 13065 Orono Parkway. P.O. Box 490 · Elk River, MN 55330 · TDD & Phone: (612) 441-7420 · Fax: (612) 441-7425 . . . ~ Phil Hals has informed me that prior to the official award of this project, there is one more approval needed from the Department of Natural Resources, which is currently in process. Therefore, we would recommend that the bid be awarded to North Valley, Inc. in the amount of $85,531.25, contingent upon approval for the use of the grant money from the Department of Natural Resources. The third bid opened this morning was for concrete sidewalk construction in the Elk River Industrial Park. The project consisted of two components, the first being a 6 foot wide sidewalk around the inside of Industrial Blvd. The second component of the project was a 6 foot wide concrete sidewalk from the western intersection of Industrial Blvd. with County Road 1 easterly to the intersection of the Railroad Trail. There were only 2 bidders for this project. The following is a list of the bidders' names and the bid amounts: 1. 2. Bailey Construction Schmidt Curb Co. $88,670.00 99,389.25 The contract was originally set up to have the sidewalk constructed and restoration completed within approximately 1 month. In talking to other contractors who elected not to bid this project, the reason given was the amount of work available in the next 1 to 2 months, and the time frame requested on the city's project. Staffis going to review the bids relative to the amount of money available, and consider rebidding the project at a later date. This will give the contractor more time to complete the project and will hopefully present us with more competitive bids. Therefore, at this time we would recommend no action on the Industrial Park sidewalk bids.
