Police Department Subject: SPEED MONITORING RADAR TRAILER
This memo is to inform the City Council that we have obtained
quotes for speed monitoring radar trailers. We were able to
preview the two with the most favorable ratings among Minnesota
Law Enforcement as demos (Kustom Signals and MPH) .
The Kustom Signal trailer was the first one we tested with
excellent results. The cost for the Kustom unit, if we pick it
up, is $13,360.43. If the trailer is delivered the cost will be
approximately $14,160.00.
The second unit tested was an MPH. We had problems with the
solar power system. The unit did not fair very well. It has a
price of $13,162.00 not including delivery. The cost of the unit
including delivery would be approximately $13,962.00.

Among the administration staff, we have discussed which one to
purchase and the ~ecommendation is to purchase the Kustom Speed
Trailer for $13,360.43. If this request is approved, a Community
Service Officer will pick up the trailer to save on the delivery
costs.

SUBJECT: Speed Monitoring Radar Trailer
A number of Councilmembers have requested that this unbudgeted
equipment item come forward for discussion and consideration. I think that
most everyone believes that this "sign board" will help the city in addressing
speeding areas and neighborhood concems.
If the council proceeds with this acquisition the most logical source of funding
would be the city council contingency fund. Monies are still available in this
1999 departmental budget. If, at the end of the year, all of the council
contingency has been spent, then the City Council can consider transferring
this expenditure to the equipment reserves or another appropriate reserve.
