Background/Discussion
The Pregnancy and Infant Loss Awareness movement began in the United States in 1987. On October
25, 1988, President Ronald Reagan designated the month of October as Pregnancy and Infant Loss
Awareness Month. Recognizing October 15 as Pregnancy and Infant Loss Remembrance Day began in
2002.
Diana Kelley, Founder and Executive Director of Infants Remembered in Silence,Inc. (IRIS),is
requesting the Council recognize October 15, 2017, as Pregnancy and Infant Loss Awareness Day in the
City of Elk River. IRIS is a non-profit organization founded in 1987 based in Faribault,Minnesota.

Designating October 15, 2017, as
Pregnancy and Infant Loss Remembrance Day in the City of Elk River
WHEREAS, Infants Remembered in Silence,Inc. (IRIS) and many other nonprofit organizations
work with thousands of parents all over Minnesota and across the United States who have
experienced the death of a child during pregnancy through early childhood; and
WHEREAS, many of these parents live in, deliver in,have a child die in, or bury a child in our
community; and
WHEREAS, Infants Remembered In Silence (IRIS), a 501(c) (3) nonprofit organization,was
founded in 1987, 30 years ago, to support parents whose child/children died from miscarriage,
ectopic pregnancy,molar pregnancy, stillbirth,neo-natal death, sudden unexplained death of a child
(SUDC), sudden infant death syndrome (SIDS),birth defects,illness, accidents, and all other types
of infants and early childhood death; and
WHEREAS, bereaved parents around the world remember their children annually on October 15
with candle lighting at 7:00 p.m. Some will remember their child/children in their homes while
others will remember them in small gatherings around the state, across the nation, and around the
world, and this proclamation will unify these parents in tribute to their children; and
WHEREAS, in 1988, President Ronald Reagan proclaimed October as National Pregnancy and
Infant Loss Awareness Month; and
WHEREAS, in honor of the thousands of children that die each year in Minnesota,Infants
Remembered in Silence,Inc. (IRIS) respectfully requests October 15, 2017,be recognized as
Pregnancy and Infants Loss Remembrance Day.
NOW, THEREFORE, BE IT RESOLVED, that I,John J. Dietz,Mayor of Elk River, do
hereby proclaim October 15, 2017 as Pregnancy and Infants Loss Remembrance Day in the City of
Elk River.
