SUBJECT: Electrical Wiring of City Hall

Over the course of the past couple of months there has been much discussion in
reference to the generator and its' capability to provide electrical power for the
furnace system at the city hall complex. After discussion with two electrical
companies, it has been decided to install wiring from the HV AC systems within city
hall to the electrical generator located in the police department area. This will
require extensive installation of additional wiring throughout the city hall complex to
ensure that the complex will be provided with heating and ventilation during an
emergency situation.
Chief Building Official Clifford Skogstad and myself have met and discussed the
proposed wiring with Kelly Johnson, owner of Reliance Electric. He has provided a
proposal to install the proper wiring for the electrical generator at a cost of
approximately $13,000. It is very difficult for Reliance Electric to provide an exact
figure regarding the installation of the electrical wires due to the complication of
running wires from one end of the city hall complex to the other. The owner, Kelly
Johnson, has given us a range between $13,000 and $17,000 to complete the work
required to provide power from the generator to the HV AC system.
Providing emergency generator power to the heating and ventilation system is a very
important step in the protection of city hall at all times during the year. This will
ensure heating and ventilation will be supplied to all parts of the Elk River city hall
complex, 24 hours a day, 365 days a year.

SUBJECT: Electrical Wiring of City Hall
The Y2K coordinator for the city, Bruce West, has been working with Bryan
Adams and Glen Sundeen from Elk River Municipal Utilities, the police
department, and the building official regarding additional wiring at City Hall
in order to provide adequate working conditions during emergency situations.
When the Emergency Operations Center (EOC) is open, it is appropriate that
City Hall and the EOC have heat in the winter and air circulation and
conditioning in the summer. Additionally, the work being proposed for
electrical wiring of City Hall will provide complete lighting throughout the
facility and not just partial lighting in some areas.

Part of this request from the Bruce is related to the worse case situation with
the Y2K issue. On the other hand, part of this request relates to simply
having an adequate facility to operate from if we have a natural disaster at
any time. The funding source for this expenditure would be the 1999 city
council contingency budget or, if at the end of the year funds are not
available from this source, staff would recommend using the building reserve.
Bruce has attempted to get other quotes for this work and the verbal quotes
that have been received have been much higher than the range listed in his
memo and also the timing of the work from the other local firms has not been
determined. The city has good experience with Kelly Johnson of Reliance
Electric as he has done the work for the ice arena and the liquor store.
Recommendation
It is recommended that the City Council authorize the hiring of Kelly
Johnson, Reliance Electric, for the electric wiring work at City Hall for a
range between $13,000-$17,000 with funding to come from the city council
contingency budget.
