Background/Discussion The Dave Anderson Athletic Complex was developed in 1987 and consists of four softball fields. The complex was built largely by the lead of our previous street superintendent with a lot of assistance from volunteers and professional services provided by Professional Turf and Renovation (Hopko). The irrigation system was installed by city staff and consisted largely of residential-grade equipment. From 1987 to 1992, the system drew water from Lake Orono. The use of lake water resulted in the introduction of micro-organisms, sand, and gravel into the irrigation lines. In 1992, a 4-inch well with a 3-hp pump was drilled to provide for a cleaner and more efficient water source. While sufficient for the residential irrigation system, the well consistently pulled fine sand and deposited into the irrigation lines. In 2012, a spin down filter and variable frequency drive were added to stop sand from entering. During spring startup, staff found over half of the irrigation heads failed to operate. An irrigation contractor inspected the system and identified sand,gravel,rust scale, and organic materials in the irrigation lines resulting in the failed system and requiring replacement. Central Irrigation designed a new commercial-grade irrigation system and received three quotes for the installation. Additionally,it was identified that upgrades to the well are required to provide sufficient water flow for the system. Option #1 upgrades the well with a 10-hp pump. Option #2 requires drilling a new 6-inch well with a 20-hp pump. Staff recommends Option #2 as 10-hp pumps are not typically designed for 4-inch wells and may result in premature failure of the well requiring drilling of a new well in the future. Financial Impact This replacement project was not planned nor budgeted for 2017. The Park Improvement Fund may have adequate funding if planned and budgeted project estimates are accurate and project contingencies are not needed. If funds are not available, Council could allocate 2016 excess fund balance.
