PRSR 08-09-2017 Request for Action River To Item Number Parks and Recreation Commission 5.1 Agenda Section Meeting Date Prepared by Action Items August 9,2017 Chris Leeseberg, Senior Planner Item Description Reviewed by Park Dedication for Final Plat for Trace Heights Steve Benoit,Recreation Manager Second Addition (Regenscheid Homes/Robert Reviewed by Stuttgen) Action Requested Recommend,by motion,park dedication for the plat of Trace Heights Second Addition be paid for 18 dwelling units at the rate applicable when the subdivision is released for recording,with the following condition: 1. The applicant shall install a 10'wide bituminous trail, centered in a 20' trial easement, as shown in the exhibit titled"Recommended Trails". The 2017 rate for low density residential is $1,425.93 per dwelling unit. Background/Discussion Case Number P 17-14 The subject property is generally east of Auburn Street, south of the 205th Avenue,west of Vance Street, and north of the 201st Avenue alignment. The property is zoned R1-a with minimum lot sizes of 2 1/z acres. The proposed plat meets the dimensional requirements required by ordinance.. The applicant will be subdividing the 53.77 acre property into 18 parcels for 18 new homes. There will be one Outlot used for stormwater collection. The proposed plat will have two streets that will eventually continue into the parcel to the northeast of the subject site. Parks and Recreation Master Plan The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5 miles of the park. The subject property does not meet this requirement. Therefore, staff recommends the Parks and Recreation Commission recommend Park Dedication be in the form of cash. Trail Connectivity,as indicated in the master plan,indicates "Other Future Trails" are desired along County Road 33 (205th Avenue). Priority Conceptual Connections, as indicated in the master plan, shows a conceptual connection through the subject property. Now that the property is being developed, this is the time the city can further analyze this desired connection. Initiative 3 Strengthen Trail Connections (p. 55) recommends creating a connected trail network by creating a north/south spine east of Highway 169 from Main Street to 221st. IPOIERES IT NATURE These connections could be completed or supplement through the linking of the natural greenway system. The Priority Conceptual Connection is shown as a north/south connection running through Sedge Meadow Park (directly adjacent to the subject parcel), connecting into the trials in Highlands Park East, through Royal Valley Park, and finally connecting into County Road 13 and ending at Main Street. To accomplish creating another portion of this desired overall connection, staff recommends the Parks and Recreation Commission recommend the applicant install a 10'wide bituminous trail, centered in a 20' trial easement,as shown in the exhibit titled"Recommended Trails". The ordinance states park dedication credit shall not be granted for the construction of recreational facilities unless specifically approved by the city council. It has not been the practice of the city council to give park dedication credit for the installation of trails.
