Recommend,by motion,park dedication for the plat of Parkview Second Addition be paid at the
commercial rate applicable when the subdivision is released for recording with the following condition:
1. A 50 foot trail easement along the rail line property line shall be recorded.
The 2017 rate for commercial is 8% of county assessed value of property. This will equate to
approximately$20,800 in park dedication fees for approximately 17 acres. The final acreage of the parcel
has not yet been determined.
Background/Discussion

The subject property is generally south of 165th Avenue,east of the Jarvis Street,and northeast of the
BNSF rail line. The property is currently zoned R1-a (single family residential) and I-3 (general
industrial). The split in the zoning districts occurs just south of the two southern baseball fields located
in Youth Athletic Complex (YAC). The portion of YAC that is developed with athletic fields is zoned
R1-a where public parks,playgrounds,and open space are a permitted use. The undeveloped portion is
zoned I-3 which does not allow public parks,playgrounds,and open space as a permitted,accessory,or
conditional use.
The applicant is requesting a zone change from I-3 to A-1 (agricultural conservation). The A-1 zoning
district has a minimum lot size requirement of 10 acres. The proposed plat(approximately 17 acres) will
meet the dimensional requirements required by ordinance.
The applicant will be subdividing approximately 17 acres of property from the city property for an
agricultural business.
Parks and Recreation Master Plan
The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should
be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5
miles of the park. The subject property does not meet this requirement. Therefore, staff recommends the
Parks and Recreation Commission recommend Park Dedication be in the form of cash.

MATURE
Trail Connectivity,as indicated in the master plan,indicates "Other Future Trails" are desired along 165th
Avenue and the northeast side of the BNSF rail line. Staff recommends a 50 foot trail easement be place
along the rail line property line.
Conceptual Greenway,as indicated in the master plan, shows a conceptual greenway through the subject
property. The master plan states,efforts should be made to protect the natural resources that define Elk
River. Now that the property is being developed, this is the time the city can further analyze this desired
greenway. The greenway area (a drainage ditch) on the proposed plat is already protected so no further
activities are needed to maintain this greenway.
In the master plan,the Signature Park Concept Plan for YAC does not show any expansion to south of
the existing fields. It further states reasons why expanding to the north is more desirable.
