Dear Council Members:
On Monday, August 2, 1999 bids were open for the TH 169 pedestrian bridge. There was a
total of three bids submitted. The following list provides the bidder and their total bid.
Redstone Construction Co.
Glenwood Bridge, Inc.
Park Construction Co.
$525,513.53
$545,869.60
$550,551.25
The low bid submitted by Redstone Construction Co. is well within the project budget. The City
received federal funds for this project in the amount of $530,250.00. This pays for 80% of the
construction costs. The City is required to provide a local match of 20% or $132,550.00,
therefore the total project budget was $662,800.00. Redstone Construction Co. is a qualified
bidder. Since this is a federally funded project, Mn/DOT is the agency that actually awards the
contract, however, they do require the City to recommend to the Commissioner of
Transportation the award of the contract. Attached is the certificate they use for the
recommendation of award. We would recommend that this certificate be adopted by the City
Council.
If you have any questions regarding this project, I will be attendance at your August 9, 1999 City
Council Meeting.

I, Sandra A. Peine. the duly elected, qualified and acting City Clerk of the City of Elk
River . and State of Minnesota, do hereby certify that a
meeting of the City Council of the City of Elk River held on the 9th day of Auaust .1999, the
following named contractors Redstone Construction Co. - $525.513.53: Glenwood Bridae Inc. -
$545.869.60: Park Construction Co. - $550.551.25 submitted bids for the furnishing of all labor,
tools, materials and equipment necessary for the construction of the work provided for under
plans and specifications for that improvement over TH 169 in Elk River. Sherburne County
otherwise known as S.P. No. 204-107-05 Minnesota Project TEAX 7100 (125)
located over TH 169 being approximately 0.387 kilometers in length.
The bid of Redstone Construction in the amount of $525.513.53 appeared to be the lowest
bid received, subject to final audit, and on motion by Councilperson
and seconded by Council person it was voted by said City
Council to recommend to the Commissioner of Transportation, as Agent for said City, that; (said
contract be awarded to the lowest responsible bidder) or (that all bids be rejected).
