5.4 ERMUSR 08-08-2017 Elk River
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
ERMU Commission Eric Volk—Water Superintendent
MEETING DATE: AGENDA ITEM NUMBER:
August 8, 2017 5.4
SUBJECT:
Field Services Facility Expansion Project
ACTION REQUESTED:
Approve the purchase of wetland credits from the City of Elk River
DISCUSSION:
Staff has been working with City of Elk River and Kjolhaug Environmental to relocate the
wetlands located at the Field Services Facility. A packet has been submitted to the city for
review and approval. The packet will work its way through the Technical Evaluation Panel
(TEP) for their recommendations. After the relocation is approved, we will purchase the wetland
credits from the City of Elk River. The relocation of the wetlands and improved stormwater
management plan will improve the quality of both the bordering wetlands, and collected
stormwater before it's released into the Elk River.
Staff has also been working with Kodet Architectural Group in order to determine an overall
footprint for the expansion. The focus has been to ensure a design that will allow for efficient
workflow, provide for a more organized facility, and have a neighborhood friendly appearance.
Furthermore, staff is asking for two volunteers from the commission to be part of a workgroup
that will help with the design of the new field services facility.
FINANCIAL IMPACT:
The financial impact will be $27,991.66. The purchase of the credits will come from the 2017
budget item labeled-Field Services Facility Sitework.
