MEMORANDUM River TO: FROM: Mayor and City Council Scott Harlicker, Senior Planner ~ August 16, 1999 DATE: SUBJECT: Northstar Corridor Update At the August 5, 1999 meeting of the Northstar Corridor Development Authority the Authority received information on station area planning, received an update on the EIS scoping and discussed Highway 10 roadway alternatives. . The Station Area Planning Committee reviewed 3 possible station locations in Elk River; the east side of Proctor Avenue, the east side of Jackson Avenue and the northwest corner of 171st Avenue. The Committee believed each of the locations have their advantages and disadvantages (see attached list). The recommended site for Elk River is the 171 st Avenue site (see attached photo). The city has until August 20th to comment on the recommended location. All comments will be made part of the scoping portion of the environmental review. The downtown location (Jackson Street) has been the preferred location by staff. Staff is looking for comments on the both the Jackson Street location and the 171st Avenue location. While considering the advantages and disadvantages as outlined by the Station Area Planning Committee, the Council should also consider the following questions: . . Should the city accept the recommendation or argue for the Jackson Street location? . How important is the Jackson Street location to the Central Business District revitalization efforts? . Will the 171st Avenue location spur development or would development occur without the station? . What are some possible parking alternatives and shared parking arrangements for the Jackson Street site? . What are the disadvantages of the 171 st Street site? At their workshop held on Thursday August 10th, the Planning Commission discussed possible station locations and would like to offer the following comments: . They were concerned about traffic congestion and conflicts with school traffic at the Jackson Street site. . They were concerned about parking at the Jackson Street site, but felt shared parking with St. Andrews Church would help alleviate parking problems for both. . Felt the Jackson Street site would benefit Central Business District revitalization efforts. . If the Jackson Street site is picked, the station design should compliment the character of the Central Business District. . Three of the Commissioners would like to see the station on Jackson Street but felt the 171 st Avenue site is more realistic. . One Commissioner preferred the 171 st Avenue site. Chairperson Wergin called the meeting to order at 4:30 p.m. A motion was made by Lewis Stark, seconded by John Norgren and carried unanimously to approve the agenda of July 1, 1999, as presented, and approve the meeting minutes of June 3, 1999, as presented. 2. Executive Committee Report: a. Paul McCarron provided the Authority with an update on legislative issues. b. Information was presented on Congressman Oberstar's scheduled July 7, 1999 Corridor Tour. A luncheon will be held at the East Side VFW in the City of S1. Cloud at 11 :30 a.m. NCDA members and elected representatives are invited to attend. c. A motion was made by Paul McCarron, seconded by Ken Paulson and carried unanimously to approve the recommendation of the Northstar Executive Committee approving the following Resolution: BE IT RESOLVED that the Northstar Corridor Development Authority (NCDA) resolves: 1) To receive additional financial contribution from the Anoka County Regional Railroad Authority and other members to be used for expenses arising from activities of the NCDA in fulfilling its purposes, and . 2) To authorize the Executive Committee to receive contributions from NCDA members and to approve expenditures, and 3) To amend the total 1999 budget and the line item relating to Authority Expenses by an increase of$10,000. d. The Authority was reminded of the following scheduled scoping meetings: Public Scoping Meetings: July 27, 1999 Whitney Senior Community Center St. Cloud 4:00 p.m. to 7:00 p.m. July 28, 1999 Sherburne County Courthouse Elk River 4:00 p.m. to 7:00 p.m. . July 29, 1999 Fridley City Hall Fridley 4:00 p.m. -7:00 p.m. Interagency Scoping Meeting: July 29, 1999 Fridley City Hall Fridley 1 :00 p.m. to 3 :00 p.m. The scoping meetings are the first phase in the EIS process. They are required by federal law under the National Environmental Policy Act (NEP A) in order to insure that the public and appropriate governmental agencies are involved early on in the decision-making process. e. The Chairperson introduced Representative Steve Dehler from the St. Joseph area. 2 . f. Ken Stevens presented an update on land use analysis and station area planning. In addition, the Committee received an update on the meetings held with the various City representatives. Meetings were held with the following cities: Elk River, Anoka, S1. Cloud, Coon Rapids, Ramsey, Becker, Fridley, Big Lake, Minneapolis, Clear Lake, and Rice. Feedback from the cities will be presented to the Project Management Team and the Technical Advisory Committee for their review on July 22. A list of preferred station locations will then be presented to the NCDA in August for its consideration and input. .. 4. Mary Richardson, Richardson, Richter and Associates, provided an update on Burlington Northern Santa Fe negotiations. 5. MIS/EIS Update: a. BRW, Inc. will provide copies of the Phase I Study Report Documents at the August NCDA meeting. b. Stephanie Eiler summarized the No-Build Alternative to the Northstar Corridor Major Investment Study dated June 10, 1999. c. A motion was made by Duane Grandy, seconded by Dan Erhart and carried unanimously to approve the Transportation Systems Management (TSM) Alternative for the Northstar Corridor Major Investment Study dated June 24, 1999, as prepared and presented by BRW, Inc. The TSM Alternative builds on the No-Build Alternative and includes infrastructure improvements that will benefit transit operations along with improvements 3 . in transit service coverage, span and connectivity, and minor roadway improvements. . 6. Other business: A motion was made by Steve Billings, seconded by Gerry Donlin and carried unanimously to express our thanks and appreciation for the efforts of the Project Management Team, without whom we would be months behind our current position in this process. 7. The next meeting of the Northstar Corridor Development Authority is scheduled for Thursday, August 5, 1999, at 4:30 p.m. at the Sherburne County Government Center. 8. These improvements are based on the following: 1. A review of existing transportation plans and capital improvement programs. 2. Initial comments from NCDA On July 1, 1999 there were also large-scale aerial maps of the urbanized areas that showed t draft roadway improvements to NCDA. In addition NCDA also received a matrix that summarized each improvement based on geographic location and level of investment. Phase II Northstar Corridor Major Investment Study Draft - Build Alternative August 4, 1999 . On July 1st, three break out sessions were held that allowed NCDA to comment on these preliminary improvements. The groupings were as follows: . 1. Minneapolis - Coon Rapids 2. Anoka - Becker (west city limits). 3. West Becker city limits - Rice. Also attached is a revised matrix that summarizes Universe of Alternatives for upgrades to THlOffH47. We have divided THlOffH47 into 10 continuous segments starting at Hennepin Ave. Bridge and TH 47 to Rice. Each segment represents series of different alternatives to THlOffH47. Levels of improvements from minor to major are as follows: . Access Consolidation . Signal Coordination . Frontage road . Interchange .
