MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL MONDAY, AUGUST 23, 1999 Members Present: Mayor Klinzing, Councilmembers Dietz, Farber, Motin, and Thompson Members Absent: None Staff Present: Pat Klaers, City Administrator; Sandra Peine, City Clerk; Tom Zerwas, Police Chief 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:05 p.m. by Mayor Klinzing. 2. Consider 8/23/99 Aaenda The City Clerk requested that Item 3.1. be pulled from the Consent Agenda and added to Staff Updates. e COUNCILMEMBER THOMPSON MOVED TO APPROVE THE 8/23/99 CITY COUNCIL AGENDA AS AMENDED. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Consider Consent Aaenda Council member Motin indicated his concern regarding the amount of the City Engineer's fee, and suggested that the time may be near for the City to look at this position as an in-house employee of the City. COUNCILMEMBER FARBER MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: e 3.1. 8/16/99 CITY COUNCIL MINUTES - MOVED TO ITEM 7.1. 3.2. CHECK REGISTER - APPROVED 3.3. CONSIDER REQUEST BY AUSTIN DIVERSIFIED PRODUCTS FOR TRANSIENT MERCHANT LICENSE FOR OMAR CARR - APPROVED, PENDING APPROVAL OF THE POLICE BACKGROUND CHECK 3.4. PAY ESTIMATES a. PAY ESTIMATE #2 - SCHOOL STREET IMPROVEMENTS, TO NORTHWEST ASPHALT, INC. IN THE AMOUNT OF $131,835.18 - APPROVED b. PAY ESTIMATE #5 - EASTERN AREA IMPROVEMENTS, TO S.R. WEIDEMA, INC. IN THE AMOUNT OF $357,710.88 - APPROVED C. PAY ESTIMATE #4 - 171sT SIGNAL IMPROVEMENTS, TO ACCURATE ELECTRIC, INC. IN THE AMOUNT OF $11,366.57 - APPROVED 3.5. CALL A SPECIAL JOINT MEETING WITH THE CITY COUNCIL AND UTILITIES COMMISSION ON SEPTEMBER 7,1999, AT 5:00 P.M. AT CITY HALL TO DISCUSS THE JOINT WATER/SEWER SUPERINTENDENT POSITION - APPROVED 3.6. ON-SALE 3.2 PERCENT BEER LICENSE AND ON-SALE WINE LICENSE FOR BACK TO THE FIFTIES RESTAURANT AND SODA FOUNTAIN - APPROVED COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5- O. City Council Minutes August 23, 1999 Page 2 . 4. Open Mike No one appeared for open mike. 5.1. Authorization for Police Department to Hire Police Officer Chief Zerwas requested authorization to make a conditional offer of employment to Todd Besser as police officer for the City of Elk River. He indicated that this officer would be replacing Dave Olson, who is no longer working for the City. COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE POLICE CHIEF TO MAKE A CONDITIONAL OFFER OF EMPLOYMENT TO TODD BESSER AS POLICE OFFICER FOR THE CITY OF ELK RIVER CONTINGENT UPON HIM PASSING THE PSYCHOLOGICAL AND MEDICAL EXAMS, AND TO DEFER THE DISCUSSION ON A COPS FAST OFFICER UNTIL THE BUDGET DISCUSSION THAT WILL BE HELD BY THE COUNCIL AND STAFF ON AUGUST 30TH. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 6. Other Business e 6.1. Council member Farber discussed the issue of Steve Rohlf, Building and Zoning Administrator, applying for a position with Sherburne County. Council member Farber indicated that Steve is a valuable employee to the City, as he performs many duties including environmental. He stated that he believes Steve is behind in salary and suggested that he complete a position profile to re-determine his point ranking and salary range. Mayor Klinzing recommended that she and Council member Farber talk to Steve Rohlf regarding his reasons and desire to apply for the position with Sherburne County. It was the consensus of the City Council to have the Comp Worth Committee begin the process for Steve Rohlf to complete a position profile regarding his job duties and point ranking. 7. Staff Updates 7.1. The City Clerk noted that there were two corrections on the August 16, 1999, minutes. Item 3.3. should read as follows: CONSIDER SENIOR CITIZEN SPECIAL ASSESSMENT DEFERRAL REQUESTED BY JOSEPHINE KOONTZ FOR THE 1998 STREET OVERLAY PROJECT ON PARCEL 75-460-0160 -- APPROVED COUNCILMEMBER MOTIN MOVED TO APPROVE THE AUGUST 16,1999, CITY COUNCIL MEETING MINUTES AS AMENDED. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 8.
