I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Housing and
• Redevelopment Authority was called to order at 4:03 p.m. by Chair Toth.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 07/10/17 Agenda
Motion by Commissioner Ovall and seconded by Commissioner Eder to approve
the July 10,2017 HRA agenda with the following addition:
7.3—Appoint HRA representative to Joint EDA/HRA Finance Committee
Motion carried 5-0.
4. Consent Agenda
Moved by Commissioner Ovall and seconded by Commissioner Kuester to approve
the consent agenda as follows:

5. Open Forum
No one appeared for Open Forum.
6. Public Hearings
There were no public hearings.
7.1 Rehabilitation Loan Program Update
Ms. Eddy provided an update on the Rehabilitation Loan Program as outlined in her staff
report. She discussed current and completed projects.
7.2 Update on Redevelopment TIF District#24
Ms. Othoudt provided an update of the TIF District#24 plan.
Commissioner Ovall asked if the acquisition of Parcel L was contingent upon the acquisition
of Parcel A. Ms. Othoudt stated no.

Discussion followed regarding the proposed right turn lane on southbound Proctor onto
Highway 10.
7.3 Appoint HRA Representative to serve on joint EDA/HRA Finance
Committee
It was the consensus of the HRA to designate Commissioner Michelle Eder as the HRA
representative on the joint EDA/HRA Finance Committee.
8. Announcements
There were no announcements.
The HRA recessed at 4:10 p.m. in order to go in to work session.The HRA reconvened at
4:11 p.m.
9.1 ISD #728 Building Discussion
Ms. Othoudt stated that the property at 327 King Avenue owned by the Elk River School
District is on the market. She stated that this item is before the HRA to see if they have any
interest in the property.

Commissioner Ovall stated that Ryan Hardin of KW Commercial real estate, agent for the
property,was present to answer questions. Commissioner Ovall stated that potential uses
for the site could include a senior center,parks and recreation or Chamber of Commerce
space. He noted that this location is in the Mississippi Connections plan and they need to
consider the highest and best use for the property. He noted that this item will also be on
the EDA agenda for discussion. Commissioner Ovall also noted that purchasing this
building would require using all of the HRA's reserve funds.
Chair Toth asked if the Babcock monument located within the building would remain. Mr.
Hardin stated that there are no plans to remove it at this time.
Commissioner Chuba stated that he did not see the potential for acquiring this building.
Chair Toth concurred, stating that the interior is divided into smaller office spaces.
Commissioner Kuester stated that the Sherburne County Historical Society may be
interested in acquiring the monument.
Chair Toth stated that the HRA does not have the funds or the capacity to acquire the
building and thanked Mr. Hardin for the information.
9.2 426 Main Street
• Ms. Othoudt provided background information regarding the property at 426 Main Street.
Commissioner Ovall stated he did not feel it made sense to make repairs on the property,
when it is going to be demolished anyway for future redevelopment.
Commissioner Eder stated that home inspections need to be done first before purchasing
properties.
Chief Cunningham and Jeff Smith provided information on home inspections,explaining
the difference between the inspections they provide for rental housing and the type of
housing inspections that are done during the purchasing process. Chief Cunningham noted
that Elk River has adopted the International Property Maintenance Code,which is more
thorough than other communities.
It was the consensus of the HRA not to renovate/make repairs on the property at 426 Main
Street,but rather to continue to close up the home,and to insure and maintain the property
as necessary. The HRA also felt it was important to have the property management
representative inspect the property before purchasing future properties for redevelopment.
