River Housing and Redevelopment Authority

1. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 3:00 p.m. by Chair Toth.
2. 2018 HRA Budget
Ms. Othoudt stated that action needs to be taken by the HRA on the budget on August 7,
for City Council approval on September 4. She explained the 35 percent decrease in
expenditures,related to other professional services,postage, travel,conferences and schools,
and contractual services.
Ms. Othoudt noted that they will need to update the strategic plan in two years. Some
discussion followed regarding hiring a consultant for this process.
Ms. Othoudt noted that there may be a staff position to include in the budget that will
shared by the HRA,EDA and Parks and Recreation. She will provide more information on
this as it becomes available.
Further discussion followed regarding the use of reserve funds to purchase properties for
redevelopment.
The consensus of the HRA was to increase the Blighted Properties Program Funding to
$75,000. Ms. Othoudt explained that Acquisition funds were moved to Miscellaneous.
Discussion followed regarding funding for the Rehab program and acquisition. It was the
consensus of the HRA to wait until staff had the estimated market value from Sherburne
County before making a decision on the amounts to fund these items.
