Action Requested
Interview the following applicants for positions on the Energy City Commission:
1. Anne Anderson, school district representative
2. Asa Kingsbury, residential customer
If appointed, both terms would begin immediately and expire February 28, 2020.
Background/Discussion
The Energy City Commission has two vacancies for commercial/residential customers and one vacancy
for a representative designated by a school located in Elk River.
The commercial/residential representatives must receive at least one city service – water, sewer, trash
collection, or electric delivery. Mr. Kingsbury meets this requirement.
Ms. Anderson is an energy consultant for the Elk River School District. The School District has
expressed an interest in Ms. Anderson serving as a representative of the district.
These positions have been vacant for quite some time and advertised per the Board/Commission Policy.

Statement of Interest: Please state briefly why you are interested in serving on the
board/commission for which you are submitting this application.
My postion with ISD 728 is focused on creating an energy efficient community that is able
to readily identify energy use and use daily strategies to reduce waste. The school
community extends beyond the classroom doors and I believe that combining our efforts
with the Energy City Commission only strengthens our efforts.
Relevant Experience: Please describe your educational, professional, civic, or community
participation, which may be relevant in serving on this board/commission.
In addition to my 14 years as an energy efficiency professional working with K-12 schools
in Minnesota, I served on a local non-profit for 3 years. I received a Marketing degree
from the University of Minnesota.
Attendance: Are your aware of the importance of regular meeting attendance including the time
commitment involvedin reparin for meetings, and do you feel you have the time available to be
