Action Requested
Recommend, by motion, approval of the Preliminary Plat of the DHJ Addition.
Background /Discussion
The applicant is requesting Preliminary Plat (DHJ) approval to subdivide two lots into three lots,
resulting in one new buildable lot. The plat will not include any public improvements.
Lot Configuration
The plat of DHJ includes three lots:
Lot 1 Block 1 = .26 acres
Lot 2 Block 1 = .42 acres
Lot 3 Block 1 = .31 acres (new buildable lot)
All three lots meet the dimensional requirements for the R1 c zoning district.
The two existing lots will maintain their access on Irving Avenue and the new buildable lot will have
access to Holt Avenue /8`' Street.
Utilities
The property is located within the urban service district where water and sanitary sewer is available in
Holt/ 8`'' street. Connection and street patching will need to be approved by the city engineer.
Parks and Recreation
The Parks and Recreation Commission recommended that park dedication be paid in the form of cash
for one (1) lot at the rate applicable at the time of Final Plat approval.
Applicable Regulations
Subdivision
These findings are necessary for City Council approval of the preliminary plat and the final plat:
1. The proposed subdivision is consistent avith the honing regulations (article VI of this chapter) and conforms in all
respects avith all requirements of this Code, including the honing regulations and this article.
2. The proposed subdivision is consistent with all applicable general and specialised city, county, and regional plans,
including, but not limited to, the city's comprebensive development plan.

3. The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibility to
erosion and siltation, susceptibility to flooding and drainage are suitable for the type and density of development
and uses contemplated.
4. The proposed subdivision makes adequate provision for water supply, storm drainage, sewage transportation,
erosion control and all other services, facilities and improvements otherwise required in this article.
5. The proposed subdivision will not cause substantial environmental damage.
6. The proposed subdivision will not conflict with easements of record or with easements established by judgment of a
court.
7. The proposed subdivision will not have an undue and adverse impact on the reasonable development of neighboring
land.
8. The proposed subdivision is not premature. A subdivision is premature if any of the following exists:
a. Lack of adequate stormwater drainage.
b. Lack of adequate road.
c. Lack of adequate sanitary sewer systems.
d. Lack of adequate off -site public improvements or support system..
In the review of these standards, it appears that the request is consistent with all of these standards.

Statutory Review Period
Per State Statute 15.99 the required 120 -day review period ends on November 9, 2017.
