Action Requested
Approve, by motion, a Transient Merchant License for Spirit Halloween to sell Halloween costumes and
décor from 19226 Freeport Street NW, approximately August 28 through November 2, 2017.
Background/Discussion
Spirit Halloween requests a Transient Merchant License to sell Halloween costumes and décor from the
former Party City location at 19226 Freeport Street NW. Spirit Halloween has written permission from
the property owner.
City ordinance does not allow Transient Merchant Licenses to be issued for more than 365 days, during
which sales shall be limited to 30 days, unless a longer period of time is approved by the City Council.
Spirit Halloween is requesting an approximate 67-day sales period.
