Action Requested
Approve,by motion, the recommendations from the Beautification Committee and recognize the two
award recipients.
Background/Discussion
The Beautification Committee was established in March of 2017. From May through October,two
winners will be chosen each month with a grand prize winner chosen in October. Business owners will
receive public recognition and an award for making the city of Elk River beautiful!
At their August 14, 2017,meeting the Beautification Committee reviewed three applications that were
submitted for nomination. The Beautification Committee scored each of the applications and is
`-- recommending approval to the following businesses in each category:
• Ralphie's Minnoco with the award for making substantial improvements to the exterior of their
building in the last year. Owner,Brian Brehmer will be at the meeting to accept the award.
• American Family Insurance—Bonnie Koste Agency, Inc. in recognition of consistently
maintaining their property in an attractive and well-kept manner. Owner,Bonne Koste will be at
the meeting to accept the award.

Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee
was called to order at 10:10 a.m.

Motion by Magnussen and seconded by Hardin to approve the agenda. Motion
carried 5-0.

Motion by Bakken and seconded by McCormick to approve the consent agenda.

Motion by McCormick and seconded by Magnussen to award Abra Auto Body with
the award for consistently maintaining their property in an attractive and well-kept
manner. Motion carried 5-0.
Motion by Bakken and seconded by Magnussen to award Spikes Feed with the
award for making substantial improvements to the exterior of their building and/or
landscape in the last year. Motion carried 5-0.
5.1 Announcements
Ms. Othoudt reinforced the committee to encourage businesses to apply for a Beautification
award.

Motion by Hardin and seconded by Ackerman to adjourn the meeting at 10:55 a.m.

neighborhood. This committee encourages community improvements which enhance our city's visual
image and economic vitality.

Ralphie's Minnoco on Hwy 10 near YMCA
Brian Brehmer recently celebrated his 4th year as owner and
proprietor of Ralphie's purchasing the bank-owned property.
During this period his business model has continuously evolved,
along with an improved appearance with upgrades in pump
stations and signage throughout the property in the fall of 2016
by signing on to become a Minnoco dealership.
His businesses include deli and grocery items, great coffee
offerings, U-Haul, LP Gas services, and is the landlord of
Momma D's deli in his building.
He has fully embraced the near-by community by offering gas
discounts to city and county employees, YMCA patrons, and
Library users. Also, very involved in the Elk River Chamber.
His business model has attracted other businesses and I think
was an important factor in Ebert selecting the adjoining
property to further develop for businesses needed for West
Enders.
