Background/Discussion The applicant will be subdividing the 53.77 acre property into 18 parcels and one Outlot. The subject property is generally east of Auburn Street,south of the 205th Avenue,west of Vance Street,and north of the 201st Avenue alignment. The property is zoned Single Family Residential (R1-a) with minimum lot sizes of 2 1/2 acres. The proposed plat meets the dimensional requirements required by ordinance. The one Outlot is proposed to be used for stormwater collection. Analysis Comprehensive Plan The property is identified as a residential land use. Rural residential uses are guided to be developed as residential uses in areas outside of the Urban Service Area (i.e.,not currently served by municipal sewer and water).The predominant land use in this area is single family detached homes. Transportation/Circulation Access to the site will be via two street connections,one at County Road 33 and another at 202nd Avenue/Zane Street. The proposed plat will have two streets (B &C on the preliminary plat) that will eventually extend into the parcel to the northeast of the subject site. During the April 17,2017,City Council work session,the council indicated they would be supportive of not requiring a cul-de-sac on what is identified as Street B on the preliminary plat. The council also supported staff's recommendation that no site access to Lot 1 Block 2 will be allowed from Street B and this street will not be maintained until it is extended in the future. During the same April 17,2017,City Council work session,the applicant was directed to adjust the existing intersection at Zane and 202nd Avenue to fit the proposed plat as shown on the"Street Connection Exhibit". An updated preliminary plat showing the temporary cul-de-sac on Street C and the adjusted intersection at Zane Street and 202nd Avenue shall be provided. Landscaping Section 30-934(c) states: PINEREI Ir NATURE Permitted single family uses in all districts. Landscaping requirements for permitted single-family uses in all districts are as follows: (1) Applicability of requirements.All permitted single-family properties shall comply with the requirements of this subdivision when new development or expansions are to occur on these properties. (2) Minimum requirements.All open areas of a lot which are not used and improved shall be landscaped with a combination of overstory trees, ornamental trees,coniferous trees, shrubs, flowers,and turf or permitted ground cover materials. The minimum number of trees in the front yard is two. a. Location of required front yard trees. 1.One tree must be located in the boulevard area and shall be an overstory type tree. 2.A second tree shall be located in the front yard area. Overstory,evergreen,and ornamental tree species are permitted. A landscape plan showing compliance with Section 30-934 shall be provided. Environmental The applicant submitted a wetland delineation for the site which shows two wetlands on the 56.4 acre parcel. The applicant is requesting a wetland type confirmation and delineation concurrence for the Type 3 shallow marsh and Type 1 seasonally flooded basin via Wetland Conservation Act (WCA). These will be reviewed by the Technical Evaluation Panel (TEP) later in August and a decision will be made regarding the wetland boundaries after that.There are currently no proposed impacts to the wetlands or the required 45 foot buffer setback. Parks and Recreation The Parks and Recreation Commission recommended the plat of Trace Heights Second Addition pay park dedication for 18 dwelling units at the rate applicable when the subdivision is released for recording, with the following condition: 1. The applicant shall install a 10'wide bituminous trail,centered in a 20'trial easement,as shown in the exhibit titled"Recommended Trails". The City Engineer has requested the trails be incorporated into the grading plan. Justin Moody,the applicant, spoke during the August 9,2017,Parks and Recreation meeting. He questioned the need for a trail as it does not make sense to him. He wanted to know what the trail is connecting to and stated no one uses County Road 33 to walk on. He also indicated he does not want to pay the extra money for a trail and a trail will reduce the values of the lots they are located in. Parks and Recreation Chairman,Dave Anderson,stated the city recently adopted the Parks and Recreation Master Plan and as part of that process,a city wide survey was completed and the number one desire of the community was trails. He further stated that the trail is a vital asset as it is a critical link in a north/south pedestrian corridor on the east side of Highway 169,as shown in the master plan. The property is zoned R1-a and the proposed subdivision is consistent with the zoning regulations outlined in the city code and approved plans. (2) The proposed subdivision is consistent with all applicable general and speciali zed city, county, and regional plans, including, but not limited to, the city's comprehensive development plan. The proposed subdivision does not conflict with any city,county,or regional plans,including the Comprehensive Plan. (3) The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding, and drainage are suitable for the type and density of development and uses contemplated. Casey's 1. Right in access off 171"Avenue will need to be shifted west. The access point will not be allowed any closer to TH 10 than the opposing access point across 1715` Avenue to the south. We will likely support more restrictive comments that MnDOT has relating to this access. 2. Shift west driveway entrance north to not affect existing catch basin in the roadway. 3. Grade break or storm water collection needs to be added to assure on site drainage is not directed out of the west access point on to the public right-of-way. The 2017 rate for low density residential is $1,425.93 per dwelling unit. Background/Discussion Case Number P 17-14 The subject property is generally east of Auburn Street,south of the 205th Avenue,west of Vance Street, and north of the 201"Avenue alignment. The property is zoned R1-a with minimum lot sizes of 2 '/z acres. The proposed plat meets the dimensional requirements required by ordinance. The applicant will be subdividing the 53.77 acre property into 18 parcels for 18 new homes. There will be one Outlot used for stormwater collection. The proposed plat will have two streets that will eventually continue into the parcel to the northeast of the subject site. Parks and Recreation Master Plan The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5 miles of the park. The subject property does not meet this requirement. Therefore, staff recommends the Parks and Recreation Commission recommend Park Dedication be in the form of cash. Trail Connectivity,as indicated in the master plan,indicates "Other Future Trails" are desired along County Road 33 (205th Avenue). Priority Conceptual Connections, as indicated in the master plan, shows a conceptual connection through the subject property. Now that the property is being developed, this is the time the city can further analyze this desired connection. Initiative 3 Strengthen Trail Connections (p. 55) recommends creating a connected trail network by creating a north/south spine east of Highway 169 from Main Street to 221'. 1 / sEIEI II NATURE These connections could be completed or supplement through the linking of the natural greenway system. The Priority Conceptual Connection is shown as a north/south connection running through Sedge Meadow Park(directly adjacent to the subject parcel),connecting into the trials in Highlands Park East, through Royal Valley Park,and finally connecting into County Road 13 and ending at Main Street. To accomplish creating another portion of this desired overall connection,staff recommends the Parks and Recreation Commission recommend the applicant install a 10'wide bituminous trail,centered in a 20' trial easement,as shown in the exhibit titled "Recommended Trails". The ordinance states park dedication credit shall not be granted for the construction of recreational facilities unless specifically approved by the city council. It has not been the practice of the city council to give park dedication credit for the installation of trails.
